Summary

This position is in the Bureau of Consular Affairs (CA), Office of the Executive Director (EX), Post Analysis and Support (PAS), Staffing and Assignments (SAA). CA/EX/PAS/SAA determines appropriate staffing levels and ensures consular sections remain optimally staffed by Foreign Service assignments, the Consular Fellows Program, and CA-AEFM, (Appointment Eligible Family Member Adjudicator) Program, and Temporary Staffing support (TDY).

Duties

Help
  • Incumbent drafts reports of findings and offers recommendations for improvements in the organization’s structure , staffing level and distribution, occupational competencies, work methods, procedures, or other factors as appropriate
  • Coordinates work with the HR authority as necessary to implement any personnel actions
  • As directed, participates in special studies of the administrative management aspects of sensitive situations identified by the Bureau, Department, or external audit organizations
  • Incumbent develops a system of recording, tracking, and controlling the allocation of staffing resources in the Bureau
  • Analyst may attend meetings, briefings and conferences in the capacity of liaison

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience coordinating work with the HR authority as necessary to implement any personnel actions
  • Experience developing a system of recording, tracking, and controlling the allocation of staffing resources in the Bureau
  • Experience directing & participating in special studies of the administrative management aspects of sensitive situations identified by the Bureau, Department, or external audit organizations
  • Experience drafting reports of findings and offers recommendations for improvements in the organization’s structure , staffing level and distribution, occupational competencies, work methods, procedures, or other factors as appropriate

There is no substitute of education for specialized experience for the GS-12 position.
