Help

Functions as the Director of National Security Policy (the Director) for the CHIPS Program Office. The Director will lead the national security review of CHIPS incentives transactions, working in partnership with other parts of DOC (including the Bureau of Industry and Security and the International Trade Administration), DOD, and the Intelligence Community. As part of this work, the Director will lead cyber security and supply chain reviews, mitigate foreign ownership control or influence risks, implement outbound investment guardrails, and support transaction negotiation and structuring. The Director will also oversee work on secure and assured microelectronics for defense and will ensure that investments strengthen the defense industrial base and meet other national security needs.

The Director's work will span policy design, application review, and post-award application management. The Director will engage with prospective applicants, evaluate applications, provide project assistance, and engage with interagency counterparts. The Director will report to the Chief Strategy Officer, will coordinate with other CHIPS policy offices, and will directly manage a team of national security professionals.

Qualifications

Applicants must have one year of specialized experience equivalent to at least the GS-14 level (ZA-IV at NIST) in the federal service. Specialized experience is defined as:
- Experience working with national security aspects of complex projects, such as defense acquisition, research and development, and manufacturing investment programs
- Knowledge of export control and foreign investment review (i.e., CFIUS) policies
- Knowledge of cyber security policies, supply chain risk management, and approaches to mitigate foreign ownership control and influence
- Demonstrated ability to work collaboratively as part of a team
