Summary

This position is assigned to the Medical Service at the VAMC Cincinnati, Ohio. The incumbent serves as a Management and Program Analyst for the Medical Service. The Analyst projects and plans for the administrative operations of these sections. The incumbent will work with members of the Office of the Chief of Medicine administrative staff, section chiefs and others within and outside of the department of Medicine to ensure compliance with regulatory concerns and streamlined operations.

Help

The major duties of this position include:

Management Analysis:

  • The incumbent is responsible for the management of the administrative duties for Medical Service and its subspecialties. Incumbent plans and conducts analysis of program administrative elements and works to identify and resolve problems; approves resource utilization, administrative support, and management effectiveness. The incumbent advises management in developing and maintaining sound organization structures, improving management methods and procedures, and seeing to the effective use of staff budgetary funds. Will assist Section Chiefs with suspense actions /responses as needed.
  • Labor Mapping / Physician Time and Attendance:
  • Provides data and projections to plan for clinical and administrative efforts in the sections and for section chiefs in support of determining labor mapping for their sections..
  • Incumbent serves as the first level approver of leave and certifies timecards for employees in each section in the absence of the official supervisor. Utilizes data and knowledge of section-level operations to ensure timecards are complete and accurate. Works with the service's timekeepers to ensure subsidiary time cards are completed as needed.

Clinical Goals:
  • Provides detailed data and timely analysis to section chief to be used to set section and employee performance goals in support of annual pay for performance measures.
  • Provides section chiefs with data and initial analysis to ensure clinical operations are streamlined for efficient operations and safe/effective patient care.
  • Responds to requests for data in a timely manner and engages with Medical Service Section Chiefs regarding data needed to ensure high quality clinical operations.
  • Assists with the gathering, interpreting, and trending of data for Focused/Ongoing Professional Practice Evaluations and Point of Care reviews in the sections.
  • Maintains consistent contact with Section Chiefs / Supervisors to ensure processing timelines are met as it relates to employee performance evaluations and proficiencies.

Operations and Human Resources Management:
  • Evaluates program needs and provides Medical Service supervisors with data driven analysis of staffing needs. Supports business planning and makes proposals for new FTE.
  • Provides Section chiefs/supervisors with available staffing options including types of appointments (fee basis, intermittent, full/part time). Produces data-drive analysis to ensure decision making by accounting for labor market and operational needs.
  • Provides data driven support to salary recommendations for incoming physicians through the Market Pay Review and Analysis process. For new physicians, works to complete initial Market Pay Reviews. For renewal Market Pay Review - ensures changes are completed in a timely manner / brought to the attention of the Medical Service Program Assistant for processing. Provides spot checks for renewals.
  • Provides annual review of section level telework agreements and ensures agreements are in place for all staff who are teleworking.
  • Reviews HR reporting data annually to ensure employees are aligned under the correct supervisor and any vacant positions have a plan in place for recruitment.

Fiscal / Budget Management:
  • The incumbent administers separate financial accounts (fund control points) for the Medical Service program budget, including medical service and grant funding. Tracks and monitors spending in Medical Service fund control points.
Budgeting:
  • Represents the Section Chiefs in budget preparations, provides adequate data to support budget requests for the sections.
  • Stays abreast of training and travel needs for the sections and provides summary of needs for annual budget.

Continuous Process Improvement
  • The incumbent is responsible for driving continuous process improvements within the sections. Maintains a familiarity with process improvement methodology as serves as a project lead for process improvements. Ensures balance between continuity and improvement, adjusting processes as needed to meet the needs of patients and staff.


Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday through Friday, 8:00am to 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/09/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 grade level. For a GS-11 position you must have served 52 weeks at the GS-9 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience and/or Education Requirements, GS-9.

Specialized Experience.
One year of specialized experience equivalent to at least the GS-7 grade level which includes experience such as:

- Provides data and projections to plan for clinical and administrative efforts in the sections.
- Evaluates program needs and provides Service supervisors with data driven analysis of staffing needs.
- Responsible for driving continuous process improvements within the sections.
- Provides guidance to Medical Service Program Assistants.

OR,

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR,

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
