Summary

The VISN20 Clinical Resource Hub (CRH) is a repository of clinical and administrative staff who serve Veterans across the VA Northwest Healthcare Network (VISN 20). The V20 CRH is based out of the Boise, Idaho, VAMC and is the site of credentialing & privileging for all Hub providers.

As a physical therapist pain clinical specialist in the VISN20 CRH, the incumbent serves as a provider and subject matter expert in the provision of pain physical therapy services for the CRH and VISN20.

Help

  • Demonstrates a high degree of independence and professional judgment in planning and executing treatment programs to meet routine treatment for the veteran.
  • Makes recommendations and referral to other medical specialties/services as needs are identified during ongoing assessment of this routine patient population.
  • Maintains consistent and timely documentation of patient encounters in the electronic medical record in accordance with accepted PT practice, facility and Rehabilitation Service policies and procedures.
  • Incumbent may be given general assignments in any/all areas where physical therapy services are deemed necessary, and/or serve as the sole PT at a less complex facility. Incumbent may work with other specialties such as Primary Care.
  • Participates in regular team meetings, verbal and written communication and consultation amongst team members to guide and evaluate the work.
  • Shares knowledge and expertise about the scope of physical therapy practice and services.
  • Shares knowledge through direct consultation, mentorship, development of inservices, clinical training, and leading by example.
  • Completes educational activities and competencies to maintain state licensure and any additional certification(s) as required by the certifying/licensing agency and the VA.
  • Completes annual mandatory reviews and other education as directed by VHA, VISN, Medical Center, Service Line, and Department.
  • Develops and provides individualized clinical training experience for physical therapy students if applicable.
  • Participates in the development of CRH policies, procedures, quality assurance monitors, and related standards of care.
  • Adheres to the department/service/facility's values, mission, rules, policies and procedures and the American Physical Therapy Association Standards of Practice and Standards of Ethics to ensure quality patient care.
Preferred Qualification: Pain Physical Therapy:
  • Therapeutic Pain Specialist (TPS) certification AND/OR
  • Demonstrated advanced knowledge and training or practice in pain neuroscience, pain education, manual therapy skills, graded motor imagery, pacing, graded exposure and biopsychosocial model of care
Work Schedule: Monday - Friday, 0800-1630 PST

Qualifications

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

English Language Proficiency: Licensed practical or vocational nurses appointed to direct patient care positions must be proficient in both spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

Education and experience: The individual must meet at least one of the requirements below:

  • (1) Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist.
  • (2) Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist.
  • (3) Doctorate degree in physical therapy.
Licensure: Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Non-licensed PTs, who otherwise meet the basic requirements in this standard, may be given a temporary appointment as a graduate PT at the GS-11 grade level under the authority of 38 U.S.C. 7405 (a)(1)(D) for a period not-to-exceed two years from the date of employment on the condition that such PT provide care only under the supervision of a PT who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment.

GS-13 Physical Therapist (Clinical Specialist)
In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-12 grade level and one of the following:
  • Evidence of a minimum of 2,000 hours of clinical practice directly in the specialty area. This time must be between the past two and five years; or
  • Board Certification in the specialty area recognized by the ABPTS; or
  • Completion of a fellowship program; or
  • An additional advanced degree in a related field.
In addition, the candidate must demonstrate the all following Knowledge, Skills, and Abilities (KSAs)
  • 1. Advanced knowledge and expert skill in a range of specialized interventions and treatment modalities used in a specialized treatment area of physical therapy.
  • 2. Ability to serve as a consultant and subject matter expert for health care providers regarding the delivery of care within a specialized content area of physical therapy.
  • 3. Ability to teach and mentor medical center staff in a specialized content area of physical therapy.
  • 4. Ability to guide the work of a multi-disciplinary team in a specialized content area of physical therapy.
  • 5. Advanced knowledge and expert skill to perform and interpret specialized procedures and tests in evaluating the treatment outcomes in the assigned specialty content area.
Preferred Qualifications: Pain Physical Therapy:

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
