As a HUMAN RESOURCES ASSISTANT (TITLE 5), GS-0203-7, you will:

  • Process a wide range of human resources transactions related to recruitment and placement, classification, employee relations, human resources development, and/or incentive awards.
  • Provide technical assistance in the area of recruitment and placement.
  • Participate in the execution of the merit placement/promotion program.
  • Advise and provide procedural and technical guidance to managers, supervisors, and applicants on recruitment and placement, qualification requirements, merit promotion procedures, transfers, eligibility determinations, methods of recruitment, and initial employment.
  • Review and verify information on requests for vacancies to determine the nature of the staffing action required and to ensure correctness.
  • Conduct initial interviews and contact applicants for dual status and non-dual status employment and furnish information regarding vacancies and mandatory requirements for eligibility in the Illinois National Guard technician program.
  • Analyze and evaluate individuals' applications to determine basic eligibility.
  • Evaluate relative quality and value of experience, training, education, and performance in relation to requirements of positions for all positions GS-07 and WG-08 and below.
  • Review, evaluate, and develop specialized qualification requirements, knowledge, skills and abilities statements.
  • Assist the specialist in the recruitment and evaluation of applicants on the basis of need for candidates in special categories (i.e., key staff, handicapped, etc.)
  • Provide advice and assistance in restructuring of positions for fill at lower grades determining selective placement factors, ranking factors, crediting factors, and the degree to which each factor is met.
  • Assist classification specialist by performing job audits and making classification determinations on a variety of clerical, and technical occupations (GS-07 and below) and Wage Grade occupations where standards clearly apply.
  • Develop position descriptions for restructuring purposes, and prepare amendments and statements of differences.
  • Interview supervisors and employees and researches pertinent regulations to gain information relative to the position.
  • Provide technical assistance in executing employee relations program.
  • Assist in planning and developing courses based on the needs of the organization and workforce. Participate in processing classification appeals.

  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Participation in direct deposit is mandatory.
  • This position is subject to provisions of the DoD Priority Placement Program.

Qualifications

Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.

SPECIALIZED EXPERIENCE: You must have at least one year of specialized experience equivalent to at least the next lower grade, GS-06 Level, in the normal line of progression for the occupation HUMAN RESOURCES ASSISTANT in the organization. Examples of specialized experience would typically include, but are not limited to: processing a wide range of human resources transactions related to recruitment and placement, classification, employee relations, human resource development, and/or incentive awards; providing technical assistance in the area of recruitment and placement; assisting a classification specialist by performing job audits and making classification determinations on a wide variety of clerical and technical occupations; and possesses a technical understanding and knowledge of numerous human resources guidelines, directives, procedures, policies, and precedent situations. This definition of specialized experience is typical of work performed at the GS-06 grade/level position or equivalent in the federal service.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
