Duties

Help

  • Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
  • Performs contract award and contract administration work.
  • Serves as a senior Contract Specialist (CS) and lead Negotiator and may have Contracting Officer (CO) authority for acquisition planning, preparation of price/cost analyses for designated actions, formulation of negotiation strategies, and development of negotiation objectives.
  • Performs procurement planning to develop objectives in terms of competition and price range, and develops the contractual vehicle applying procurement expertise to make decision in the best interest of the government.
  • Develops acquisition planning documents, tracks and monitors contract reviewer of pre-solicitation and/or pre-award files.
  • Develops and maintains effective and efficient working relationships with various parties involved in the acquisition process in order to support the acquisition needs of stakeholders and affiliated client service centers.
  • Reviews and provide comments on or develops proposed team or division acquisition policies and procedures.
  • Performs the full range of contract administration duties and responsibilities for assigned acquisitions.

Qualifications

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.

Basic Requirement: You must meet one of the items listed below (A or B):
A. Completion of Federal Acquisition Certification in Contracting (FAC-C) requirements and be certified at either the legacy FAC-C Level III or the new single-level FAC-C (Professional) or a DAWIA level II or III at the time of application or equivalent (https://www.fai.gov/certification/fac-c/contracting-fac/fac-c-legacy-cert-reqs), including at least 4-years of experience in contracting or related positions.(Must submit copy of certification) At least 1 year of that experience has been specialized experience at or equivalent to work at the next lower level of the position, and provided the knowledge, skills, and abilities to successfully perform the work of the position; AND Completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.( You must submit transcripts.)

B. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. In order to meet the exception, you must submit an SF-50 or multiple SF-50's dated January 1, 2000 to meet the exception.

Specialized Experience:
GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:
  • Utilizing contracting methods to plan and carry out pre-award and/or post-award procurement actions;
  • Analyzing contracts for a variety of products or services;
  • Providing leadership and/or consultation during the contractual phase; and
  • Communicating in writing to prepare reports and/or correspondences.

If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Additional information

The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
