Duties

Help

As a Chief Academic Officer ES-1701-00, your typical work assignments may include the following:

  • Develops and executes program action plans consistent with BIE's Strategic Plan, Government Performance and Results Act (GPRA) and other initiatives designed to provide maximum and optimal education services to Indian students.
  • Coordinates with other members of the Director's leadership team to ensure efficient and effective implementation of the BIE's academic program.
  • Manages, through Assistant Deputy Directors (ADDs), the CAO has full authority and accountability for the administration of three divisions, Tribally Controlled Schools, Bureau Operated Schools and Navajo Schools.
  • Ensures, through ADDs, the effective and efficient integration of a wide and geographically diverse range of academic programs.
  • Completes other special projects at the direction of the Director, BIE.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

BASIC EDUCATION REQUIREMENTS:

A. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
OR
B. Combination of education and experience --courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed above. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed. This information will be obtained from the application package, including the required narrative statements for the technical and Executive Core Qualifications described in this vacancy.

As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:

  • Directing the work of an organizational unit;
  • Ensuring the success of one or more specific major programs or projects;
  • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
  • Supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions.

We recommend that your resume addressing the ECQs include examples that are clear, concise, and emphasize their level of responsibilities, the scope and complexity of the programs, activities, or services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of actions taken.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments, policy initiatives undertake and the results of your actions. Applicants should not enter "Refer to Resume" to explain your answers.

The narrative must not exceed 10 pages. NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to address the ECQs.

EXECUTIVE CORE QUALIFICATIONS:

ECQ 2. Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Competencies: Conflict Management, Leveraging Diversity, Developing Others, Team Building)

ECQ 3. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, Technical Credibility)

ECQ 4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: Financial Management, Human Capital Management, Technology Management)

ECQ 5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Mandatory Technical Qualifications (MTQs)


The MTQs are designed to assess an applicants experience relevant to the position he or she is applying for.

Each of your MTQ narrative responses must: 1.) Must not exceed two pages per narrative statement; 2.) include specific examples of your experience, education, and/or accomplishments; and 3.) address specific challenges, contexts, actions, and results.

  1. Ability to review, analyze, and evaluate K-12 academic programs across a large geographic area, and develop and implement recommendations, initiatives, new curricula, and programs to address areas in need of improvement with measurable successful outcomes.
  2. Demonstrated ability to link contemporary educational philosophies and economic priorities in the development and management of an academic program that produced positive student outcomes as measured against outcomes in other quality U.S. school systems.
  3. Demonstrated ability to plan and develop a strong leadership team that will lead the planning, development and implementation of a strategic plan for K-12 Academic Programs that reflects the needs of the students in Indian Country.

Fundamental Competencies: Competencies are the personal and professional attributes that are critical to successful performance in the SES. The fundamental competencies are the attributes that serve as the foundation for each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation. The fundamental competencies are cross-cutting, they should be addressed over the complete ECQ narrative. It is not necessary to address them directly as long as the narrative, in its totality, shows master of these fundamental competencies overall.

EDUCATION: Transcripts MUST be uploaded and electronically linked from USAJOBS at the time you apply and MUST include identifying information to include School Name, Student Name, credit hours, major, and grade-point average or class ranking, degree and date awarded. All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.
