Summary

This position is located at the Education & Incentives Office, Camp Mabry, TX. The purpose of this position is to provide technical expertise and guidance for all military personnel assigned in the State, and oversees the functions the Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), and Incentives program.

Duties

Help

As a HUMAN RESOURCES SPECIALIST (MILITARY) (Title 32) with the Texas National Guard, your duties will include, but will not be limited to:

  • Responsible for and oversees the direction of the EPM/OPM or Incentives program and functions as the technical expert.
  • Provides direction, information, and/or counseling to MILPO staff and commanders of Major Army Command (MACOMM) through unit commanders, supervisors, as well as individual military members as required.
  • Reviews and determines eligibility upon accepting military technicians (dual status) or AGR positions.
  • Assists other organizations and agencies/units in development of battle roster and personnel assignment.
  • Provides information and ensures regulatory compliance regarding area of responsibility which may include, but is not limited to Selected Reserve Incentive Program (SRIP).
  • Accomplishes and oversees the technical support work in the program area assigned with the assistance of subordinate employees which may be Active Guard Reserve (AGR), full time Technician, or civilian.
  • Performs other duties as assigned.

Appointment Factor(s): This is an Excepted Service position that requires active membership in a compatible military assignment in the Texas Army National Guard and wear of the military uniform. Applicants who are not currently a member of the Texas Army National Guard must be eligible for immediate membership. Military Requirements:
Compatible Military Assignment (per UMD): Need not have MOS to apply. Upon selection, individuals must be assigned to a compatible military duty position in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements within one year of appointment.

MOS/BR: Enlisted MOS: 42A Warrant MOS: 420A Officer Branch: 42B
Military Grades: E-5/SGT through E-9/SGM Enlisted, a Warrant Officer, or O-1/2LT through O-3/CPT Officer

Qualifications

Specialized Experience:

To qualify at the GS-09 grade level your resume must include relevant experience with beginning and ending dates of employment reflecting at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs.

Education

There is not an educational requirement for this position.

An undergraduate degree and/or a post graduate degree from an accredited college/university is optimum.
