The incumbent performs the following major duties and responsibilities:

Knowledge of VHA's program offices mission, goals, procedures, authorizing legislation, regulations, and functions.

Knowledge of legal research and writing, including use of public legal databases and Westlaw.

Assists program offices in developing and drafting documents that meet the requirements of the Administrative Procedures Act, relevant Executive Orders, other regulatory sections, and VA and VHA mandates regarding the content and format of regulations.

Drafts and/or revises policies where appropriate in order to ensure policy is internally consistent and is consistent with other VA or VHA policies, strategic goals, initiatives, etc.

Responsible to ensure VHA compliance with the PRA, which requires incumbent to identify whether information collections require PRA compliance, including reviewing legislation, proposed regulations, policy statements, forms and other materials.

Responsible for the improvement of the process and procedures attendant to this position, and must prepare regular, evidence-based analyses/presentations to support modifications to business practices, streamline business processes, and developing metrics and data to support such materials and analysis. These presentations may be shared with senior VHA leadership. Incumbent is responsible for all other duties that affect the scope of this position, and therefore may be assigned related duties.

Ensure appropriate services and program offices have had the opportunity to review or comment, have provided necessary data and analysis, and that concerns from all levels of the agency have been thoroughly solicited and addressed.



Work Schedule: Monday - Friday 8:00a.m. -4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/23/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-15. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You will qualify based on your experience and preferred experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of legal research and writing, including use of public legal databases and Westlaw; and knowledge of the Administrative Procedure Act and other laws, regulations, and policies concerning development of federal regulations.
PREFERRED EXPERIENCE:
The preferred experience would include drafting and publishing regulations at a national, state, or local level; analyzing legislation; conducting legal research; and drafting legal documents.


You will be rated on the following Competencies for this position:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is sedentary, although some light physical effort may be required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
