Duties

Help
  • Maintains mastery of the functional elements of automated information systems and their roles/relationships with each other when combined in a total network.
  • Serves as a computer scientist responsible for the development and promulgation of Army wide training information systems congruent with ATIS architectural requirements and specifications.
  • Participates as consultant, advisor or member on various planning and working groups formed to analyze, evaluate and recommend studies, analysis, simulation and development of information systems.
  • Provides engineering oversight of the architectural direction of ATIS core capabilities.
  • Performs a broad range of Computer Scientist and Analyst work and executes technical projects.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Computer Scientist Degree:
Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

To qualify for the GS-07: Specialized Experience: One year of specialized experience which includes: 1) assisting with analyses of existing information systems technology in order to make recommendations on training system requirements; AND 2) providing information to Team Lead or Branch Chief for future analysis of alternatives, and annexes for personnel, logistics, funding and implementation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal Services (GS-05).

Education
: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Computer Science.

OR

Combination of Education and Experience
: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

To qualify for the GS-09: Specialized Experience: One year of specialized experience which includes: 1) assisting with analyses of existing information systems technology in order to make recommendations on training system requirements; 2) providing information to Team Lead or Branch Chief for future analysis of alternatives, and annexes for personnel, logistics, funding and implementation; AND 3) participating in applying computer science methods and techniques such as reviewing, interpreting, and evaluating evaluation. This definition of specialized experience is typical of work performed at the second grade/level position in the Federal Services (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Computer Science or Computer Engineering of study.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

To qualify for the GS-11: Specialized Experience: One year of specialized experience which includes: 1) performing analyses of existing information systems technology in order to make recommendations on training system requirements; 2) providing information to Team Lead or Branch Chief for future analysis of alternatives, and annexes for personnel, logistics, funding and implementation; 3) participating in applying computer science methods and techniques such as reviewing, interpreting, and evaluating evaluation; AND 4) rendering technical guidance and support to information systems design, development, and integration. This definition of specialized experience is typical of work performed at the second grade/level position in the Federal Services (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Computer Science of study.

OR

Combination of Education and Experience
: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

To qualify for the GS-12: Specialized Experience: One year of specialized experience which includes: 1) performing analyses of existing information systems technology in order to make recommendations on training system requirements; 2) providing information to Team Lead or Branch Chief for future analysis of alternatives, and annexes for personnel, logistics, funding and implementation; 3) participating in applying computer science methods and techniques such as reviewing, interpreting, and evaluating evaluation; 4) rendering technical guidance and support to information systems design, development, and integration; AND 5) providing guidance on systems acquisition support, technical design, analytical expertise. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal Services (GS-11).

REMOTE WORK: This position may be eligible for Remote Work. Remote work is an arrangement in which an employee works at an approved alternative worksite (e.g., from home) that is at a location away from the agency worksite. QUALIFICATIONS CONTINUE BELOW:

Time in Grade Requirement GS-07:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next second lower grade or equivalent (GS-05).

Time in Grade Requirement: GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next second lower grade or equivalent (GS-07).

Time in Grade Requirement: GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next second lower grade or equivalent (GS-09).

Time in Grade Requirement: GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Time in Grade Requirement: GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

This is a developmental position to the GS-13. You may be selected at the GS-07, GS-09, GS-11, GS-12 or GS-13 level. Promotion to the full performance level is not guaranteed. You may be eligible for non-competitive promotion to the target position upon meeting time-in-grade restrictions and the following requirements:
(1) Incumbent demonstrates ability to perform at target grade level;
(2) Higher level work exists at target grade level;
(3) Increased responsibilities are assigned;
(4) Supervisor recommends promotion;
(5) Incumbent completes all required training and conditions of employment, and;
(6) Incumbent completes all regulatory requirements for career ladder promotions.
