Help

The position provides a wide range of analysis in assessing and improving program effectiveness and improvement of complex program management and acquisition projects and programs to VA and other Federal Government organizations including military and civilian agencies involved in critical systems requirements for complex multi-million dollar programs geared to the development, acquisition, distribution, logistical support, systems engineering and maintenance of critical systems and subsystems for the VA; utilizes knowledge of agency acquisition program goals, objectives, and methods and recommends course of action with regard to pre and post award processes, to include scheduling and material support; make decisions and recommendations which require extensive consideration of undefined issues and problems. Utilizes innovative knowledge to perform difficult, prioritized, and continually changing work assignments where precedents do not exist and new concepts/approaches will be required; work processes and procedures vary due to changing technology and new methodology and processes must be developed to accomplish assignments. Utilizes substantive knowledge and understanding of Federal acquisition regulations and their interrelations/interdependencies with other Agency/Departmental acquisition regulations to conduct reviews and proposes solutions to management problems which are characterized by their breadth, importance, and severity, and for which previous studies and established management techniques are frequently inadequate.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/27/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Demonstrate mastery knowledge of acquisition technical background to review, analyze, and evaluate program development, progress, and performance; Lean Six Sigma philosophy, tools, and procedures; advanced program management tools and techniques; qualitative and/or quantitative data analytics; strategic planning; and organizational behavior. Incumbent should possess documented management experience through prior project/program work in the Government or commercial enterprises. Interpret written material, including technical material and administrative rules, regulations, and instructions; apply written policies, legislation, and precedent decisions to specific situations; and, make clear and convincing oral presentations taking into account the audience and nature of the information. Devises and develops detailed plans, tasks, milestone dates, and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the Acquisition Lifecycle of the project. Establishes a monitoring and evaluation system to measure quality performance and effective Acquisition strategies.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:





Analysis and Problem Solving: Applies the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action.

Analytical Reasoning: Identifies issues and analyzes information to draw accurate conclusions, ensuring careful attention to detail. Dissects problems and information into their meaningful parts, and uses logic and judgment to evaluate alternatives and develop solutions.

Change Management: Knowledge of change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating change in the organization.

Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Creativity and Innovation: Develops new insights into situations; questions conventional approaches; encourages new ideas and innovations; designs and implements new or cutting edge programs/processes.

Flexibility: Is open to change and new information; rapidly adapts to new information, changing conditions, or unexpected obstacles.

Manages Resources: Selects, acquires, stores, and distributes resources such as materials, equipment, or money.

Planning and Evaluating: Determines objectives and strategies; coordinates with other parts of the organization to accomplish goals; monitors and evaluates the progress and outcomes of operational plans; anticipates potential threats or opportunities.

Problem Solving: Identifies and analyzes problems; uses sound reasoning to arrive at conclusions; finds alternative solutions to complex problems; distinguishes between relevant and irrelevant information to make logical judgements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
