Summary

The position is located within Northwest Network, Veteran Integrated Service Network (VISN) 20 which includes the states of Alaska, Washington, Oregon and most of Idaho. The DCMO assists the CMO to identify the unique clinical healthcare needs of the patient population in the Pacific Northwest given existing resources, develops systems and strategic plans to achieve short/long-term goals consistent with VA health system policy, priorities, goals and the VISN direction to meet identified needs.

Help

The duties and responsibilities of the position include but are not limited to the following:

Systems Management and Strategic Planning

  • Develops uniform standards for access and utilization of the services
  • Monitors provider practice, admission-discharge criteria, outcome expectations, and referral management patterns across the Network
  • Specifies information requirements and facilitate implementation of uniform information systems that will be able to monitor and analyze variations in performance, track patient outcomes, and develop and implement case management strategies.
  • Provides leadership to coordinate activities between VHA, VISN 20 and individual facilities and other points of care to achieve a seamless continuum of care for patients.
Business Management
  • Assists the CMO in ensuring effective utilization of available resources is achieved and equity of access to necessary services is provided within the service area. Negotiates with Medical Center Directors to ensure a variety of services at selected sites within the VISN.
  • Consistently strives to achieve financial and operating goals and to demonstrate value for resources expended. Develops and utilizes monitors to assess and measure program and system performance.
  • Applies solid health care administration skills and innovation in planning, designing, integrating, implementing and facilitating complex clinical and administrative activities that influence the organization's mission, healthcare delivery and policies.
  • Provides assistance and guidance to local service line managers, to achieve maximum efficiency consistent with quality care and effective use of budgetary resources.
Quality Management
  • Monitors VA objectives in quality of contracted clinical services and internal programs across the Network, as evaluated by internal indicators, regulatory and accreditation reviews, and patient satisfaction data.
  • Assess the quality of health services provided throughout the VISN by participation in onsite assessments, development of review criteria, and provision of expert consultation on clinical matters.
  • Ensures continuous improvement relative to the quality, value and access of clinical health services.
  • Consults with the ELC, VISN 20 clinical program leads, facility Chief of Staff and VA patient care providers to outline policies and quality measures that will be useful in measuring and assuring the effectiveness of clinical services.
Communications
  • Articulates and communicates goals of the VISN 20 Clinical Services Board and the Executive Leadership Council, including the relationship to facility and national initiatives to VISN clinical staff
  • Understands both formal/informal structures and their implications on the operation, management and productivity of patient care programs. Issues for resolution involve several organizational levels and require considerable fact gathering under conditions in which conflicting points of view and incomplete information exist. Must influence people from a variety of educational backgrounds to accept changes that are necessary to meet overall program objectives and goals.
  • Assists in development of client communication strategies to ensure stakeholder involvement in decision making of new or existing clinical deliver systems.
Academic Stewardship
  • Critically responsible to assist the CMO in supporting and fostering the academic alliances between the VA and academic institutions including medical schools in the VISN.
  • Assesses the success of the facilitation several areas will be monitored in research and education related to emerging technology or new clinical protocols, including clinical care as provided in non-traditional delivery systems.

  • Functions as a consensus builder with high levels of stakeholder involvement.
  • Fosters a corporate culture of service throughout the VISN promoting ethical practices, encouraging individual integrity, and motivating cooperative, responsible efforts;

Pay: Competitive salary, annual performance bonus, regular salary increases
Paid Time Off: 50-55 days of paid time off per year (26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year and possible 5 day paid absence for CME)

Qualifications

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
  • Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
  • Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
    [(2) Those approved by the American Osteopathic Association (AOA),OR
    (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.
    Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.
  • Proficiency in spoken and written English.
Preferred Experience: 7-10 years physician experience and at least 3 years of previous supervisory/managerial experience leading/managing health care professionals (i.e. Chief of Staff, Chief of Surgery, Department Chair, etc.) in a hospital or large clinic environment.

Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: Light lifting and carrying(under 15 pounds); Use of fingers; Both hands required, Walking and standing (4-8 hours); Specific visual requirement (need to read computer screen); Both eyes required; Hearing (aid may be permitted).

Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
  1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
  3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. § 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
