Summary

The Surgery Service is a multi-disciplinary clinical service which includes many training programs across multiple sub-specialties. The incumbent will serve as the Resident Coordinator Trainer as the secondary liaison for affiliates, education service and other services within the facility and community and is responsible for a multitude of duties to assure all training and educational requirements are met.

Major duties include:

  • The incumbent requires in-depth programmatic knowledge of the Undergraduate Medical Education (UME), Graduate Medical Education (GME), and Associated Health (AH) training programs, as governed by the Liaison Committee on Medical Education (LCME), Accreditation Council for Graduate Medical Education (ACGME), and the various Associated Health accreditation bodies.
  • The incumbent must be mindful of the regulatory controls from a wide range of organizations such as Association of American Medical College (AAMC), Joint Commission on Accreditation of Healthcare Organizations (JCAHO), and Occupational Safety Health Administration (OSHA).
  • The incumbent will have additionally, training policies and procedures as described by the VHA Office of Academic Affiliations (OAA), VACO, and VISN must be implemented in training programs affiliated with JDVAMC.
  • The incumbent will participate on selected committees, task forces and teams as the subject matter expert. Performs and monitors established administrative management requirements for the unit which entail well-established administrative requirements and responsibilities.
  • The incumbent will apply administrative polices, maintains various systems, coordinates resident orientation and other staff administrative requirements such as reviewing regulations, directives and guidelines.
  • The incumbent ensures the respective polices are followed and advises the Administrative Officer and the Chief of Surgical Service of program and/or policy updates and assists to incorporate these into local directives.
  • The incumbent composes correspondence and reports, prepares memoranda, agendas, schedules, charts, data, and training program materials to maintain collaboration and connection with academic affiliates and governmental and non-governmental organizations necessary for program management.
  • The incumbent will maintain contacts, both orally and in writing, with incoming and outgoing students for the purposes of smooth credentialing and orientation to the Detroit VAMC.
  • The incumbent will utilize knowledge of computer and database applications to update and maintain student data and program information.
  • The incumbent will assist with coordinating of the Morbidity and Mortality conference, prepares meeting agenda, Resident presentations, case reviews, radiology video displays, meeting minutes, and tracking conferences results, attendance, training, and recommendations.
  • The incumbent will submit reporting requirements as they relate to surgical service to Quality Management. Tracks clearance procedures and schedules exit interviews.
  • The incumbent serves as DEA-Primary POC for Surgery Service to update and maintain DEA licensures for prescribers, using ePCS (electronic Prescriptions for Controlled Substances) and DEA Lookup systems. Runs monthly DEA compliance report. Alerts providers to upcoming renewals to prevent expiration.
  • The incumbent will be a member of the National Provider Identifier (NPI) maintenance team to assist with provider billing issues and ensure their NPI number is correct in the system. Works on national suspense to correct missing NPI number on provider accounts.
  • The incumbent serves as the Subject Matter Expert (SME) on all appointment coordination and training requirements for the three main Academic Affiliates and the over 100 affiliated heath programs and educational institutions requesting their trainees or students rotate within Detroit VAMC.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/08/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-07 level in the Federal service. Examples of specialized experience would be experience that provided you with the knowledge, skills, and abilities to successfully perform the duties of the position and which is typically related to the work of the position to be filled. Specialized experience may include but is not limited to: gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting; developing detailed plans, goals, and objectives for the long-range implementation and administration of a program, and/or developing criteria for evaluating the effectiveness of the program; establishes criteria to identify and measure program accomplishments; develops methods to improve the effectiveness with which programs are administered; or develops new approaches to program evaluation which serve as precedents for others. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education or a J.D., if related to the work of the position. One year of graduate education is 18 semester hours or the number determined by the school attended to represent one year of full-time study. (Transcripts must be submitted). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. This can be determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. Only education in excess of the first 18 semester hours (i.e. beyond the first year of graduate level education) is creditable towards meeting the specialized experience requirement. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work.
