Summary

The primary purpose for the establishment of the job is to provide the full range of professional and technical library services for NTVHCS. The position is primarily responsible for serving as a resource for biological and medical related health care services information. The position also develops and maintains a comprehensive monographic and audiovisual collection to serve the continuing education and research needs of the hospital staff and physicians.

Help

Duties to include but not limited to:

  • Conducts comprehensive and complex searches of medical literature.
  • Develops and maintains library collection and services based on knowledge of the professional needs of the hospital staff.
  • Ensures that all materials acquired for local use are cataloged, classified, and physically processed.
  • Trains hospital staff on the basic use of automated indices and other computerized texts, journals and programs held in the library for patron use.
  • Provides readers advisory services, advising patrons on the selection of books and periodicals within their fields.
  • Promotes the library through briefings, newsletters, and effective contacts.
  • Utilizes knowledge of existing versus available resources and collaborates with health care professionals and program directors in selecting other audiovisual material to maintain a viable collection.
  • Screens incoming publications for material of interest to administrative or medical personnel for the conduct or research or patient care.
  • Scans publishers' lists, reviews technical journals and reports and refers items of interest to personnel of organizations.

Work Schedule: Monday - Friday, 8:00am - 4:40pm

Individual Occupational Requirements Basic Requirements:
All librarians must meet the requirements for professional education in library science or possess equivalent experience and education as shown for GS-7; however, as a standard practice applicants enter at grade GS-9 on the basis of a master's degree in library science.

Since many libraries are highly specialized, some librarian positions require a knowledge of a specialized subject or field of endeavor. Also, since materials in libraries are often in foreign languages, some librarians must have a proficient knowledge of one or more foreign languages. For such positions, applicants must meet requirements that are directly related to the subject matter or language of the specialization. These requirements are in addition to the basic professional library science requirements that apply to all positions. However, these requirements may be included in or supplemental to those specified for all positions. The following specializations are authorized: biological, medical, social or physical sciences, education, fine arts, business and industry, humanities, law, music, engineering, and the Germanic, Slavic, Oriental, Semitic, or Romance languages.

A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;
or
B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

Additional Education And Experience Requirements for Positions at GS-10, you must meet one of the following:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Librarian, and that is typically in or related to the work of the position to be filled. Examples of this specialized experience would typically include, but are not limited to: Knowledge of library automation, particularly that dealing with medical librarianship to develop, maintain and upgrade medical library's automation capabilities. Knowledge of a wide range of library, functions as they pertain to the management of a specialized library in requisitioning cataloging and providing research and reference service for the medical staff and technical personnel. Knowledge of the National Library of Medicine and the U.S. library system to make decisions in the cataloguing of new material, as well as in contacting vendors internationally, selecting applicable literature or material, and ensuring preparation and follow-up of purchase requests through channels. Knowledge to locate information of a specialized and technical nature from a variety of sources using electronic data bases and networks. Knowledge of purchasing and requisitioning guidelines as well as general accounting principles sufficient to perform fund control point activities and purchase items and supplies. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
OR
Education: Successful completion of two and one-half (2 1/2) years of progressively higher-level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the Librarian position. OR
Combination: Equivalent combinations of successfully completed graduate level education (beyond the first year and one-half) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include progressively higher-level graduate courses directly related to the work of this Librarian position (as described above). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
The work is sedentary arid includes no special physical demands. It may involve some walking, standing, bending, or carrying items.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
