Help

Duties of the position include but are not limited to:

  • Manages research-related data bases including, but not necessarily limited to, Talent Management System (TMS), Managing Your /RB (MIRB), Electronic Project Management and Information System (ePROMISe), and local research databases.
  • Enters and edits data, run queries, and produce reports.
  • Prepares and distributes agendas for research committee meetings.
  • Assists the Research Committee Coordinator (RCC) in taking minutes for committee meetings and takes minutes independently when the RCC is absent.
  • Types and edits minutes, distributes them for signature, and maintains them as permanent records.
  • Prepares for committee and staff meetings by confirming room schedules, notifying members, setting up rooms, assuring proper operation of electronic and audiovisual devices, and delivering to the rooms all required materials.
  • Examines complex and lengthy research protocols and interprets VA regulations to determine whether the protocols meet criteria for submission and, if so, under which category of submissions, all of which have different requirements. This requires the correct interpretation of regulations and the correlation of those regulations to the protocols.
  • Analyzes and evaluates infrastructure elements including document flow, information tracking, database performance, and data security.
  • Analyzes the nature of each protocol at each step in the review/approval/auditing process, places that protocol within the context of others that are awaiting processing, and makes sound decisions as to the information processing pathway appropriate for each and the priority to be assigned to each.
  • Devises and executes database queries to deliver accurate and timely quality assurance and regulatory compliance data. Incumbent must choose from among many options the data points to be displayed and the most effective means of presentation.
  • Assures the validity and reliability of information entered into the data bases and for cross-checking and validating data base information with correlative data from other sources. Data will be compared across years to determine trends and across stations to determine comparability of OVAMC efforts to other VA research services of similar size and complexity.
  • Schedules staff and committee meetings and notifies attendees. Maintains a master schedule of due dates and deadlines for regularly occurring events.
  • Answers the main Research Service and Research Compliance telephones and provides information or refers calls as appropriate.
  • Maintains required paper and/or electronic files on Research Service personnel, principal investigators and research team members, documenting required education & training, current curricula vitae, etc.
  • Serves as key operator for Research Service equipment including printers, photocopiers, shredders, scanners, etc.
  • Assists the RCC in the management of protocol files and records and manages them in the RCCs absence.
  • Scans informed consent forms and other documents into CPRS. May be delegated the responsibility for setting and clearing Category II research flags for subjects in high risk studies.
  • Assists the RCC in the pre-review of protocols and related documents and with communication to Pis.
  • Assists with preparation for and conduct of regulatory and accreditation site visits.
  • Assumes responsibility for arranging and documenting mail and courier delivery of Research Service and Research Compliance materials.
  • Orders and maintains office supplies. Places special warehouse or AMMS orders at the direction of the Administrative Officer for Research (AO/R).
  • Maintains computerized time and leave for approximately 100 employees (full, part- time, and fee basis physicians, mid-level providers, and technical and administrative employees of the Office of the Chief of Staff.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/06/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

PREFERRED EXPERIENCE: Knowledge of Human Subject Research and at least 1-year experience as Program Support Assistant or Program Specialist preferred.

You may qualify based on your experience described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Use and Management of the Government Purchase Card Program. Reconcile purchase card charges within the established time limits. Maintain required documentation for all purchases for the time frame established by VA and VHA regulations. Independently collect, compile and/or track statistical information.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Typically the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers and books. No special physical demands are required to perform the work.
