  • Develops and manages a budget with multiple subordinate components and funding sources, including Mission Operations and Data Analysis, Research and Analysis, and project development.
  • Provides expert leadership and guidance to program and line managers on developing budget estimates, updating strategic plans and recommends policies that impact on substantive agency programs or national priorities.
  • Analyzes reports on obligations, expenditures, receipts, workload, and personnel involving approved work programs and available funds; directs the formulation of plans; supervises the execution of the budget.
  • Interprets and implements financial regulatory directives. Investigates and recommends the proper utilization of funds. Directs in-depth annual budget reviews to ensure expenditures are consistent with the budget, program, and planning processes.
  • Recommends streamlining and alternate financial strategies.
  • Serves as a division point of contact for procurements, as well as senior advisor for the evaluation of cost proposals and the establishment of cost/price objectives for contract negotiations.
  • Coordinates management of Center actions with Headquarters, other Centers, the NASA Jet Propulsion Laboratory, and other organizations.
  • Advises and provides assistance that ensures integration and validation of budget programs and institutionally managed requirements.
  • Analyzes institutional requirements including resources, equipment, facilities, schedules.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:

  • Leading the development and execution of a budget with multiple subordinate components and funding sources;
  • Leading the management of budgets, resources, and timelines for projects that directly impact the overall mission;
  • Providing guidance to a financial team on budget management that ensures integration and validation of mission requirements;
  • Working with management to understand and evaluate financial information and advising financial analysts on technical financial issues.
