Summary

The Supervisory Medical Administrative Specialist is a secondary liaison between Medical Administration Service (MAS) and the clinical leaders for the health care lines and Community Based Outpatient Clinics (CBOCs); attend their meetings and work more directly with their leadership in assuring we meet the mission of the administrative and clinical aspects; provide direct supervision to the medical administration supervisors of Primary Care, Behavioral Health, Specialty Care, and all five CBOCs.

Help

  • Leverages key functions of the authority, delegated from the Associate Director to make final decisions of clinical administration functions, to include: appointment scheduling, check -in and check-out procedures, overall administrative oversight in clinical settings.
  • Strengthens and sustains the operational life cycle of the Medical Administration Service by developing a communication strategy that fosters awareness for both internal and external partners to improve compliance, provide training and engage the public.
  • Creates a communication process and tools that are flexible, customizable and interactive to address the VHA Medical Center or Healthcare System's unique compliance challenges and educational/training needs.
  • Creates unique written policies that define clinical administration principles, guidance and practices that influence the data governance model for the organization.
  • Contributes to significant agency decisions, policy recommendations and executive leadership consultations based on an in-depth knowledge of government regulatory and federal and state statutory requirements, case law and Office of Inspector General (OIG), Government Accounting Office (GAO) and National Institute for Standards and Technology (NIST) verdicts.
  • Classifies and addresses issues stemming from conflict of regulations and laws and differences in compliance with facility business practices.
  • Performs assessment of privacy-related risks associated with business activities that involve processing of personal and sensitive data.
  • Performs complex analysis of key policy inquiries that can encompass any and all information collected, used or disclosed in the facility.
  • Chief, MAS will be the direct supervisor for (4) GS-8 Supervisory Medical Support Assistants. He/she will be the second line supervisor for (8) GS-7 Lead Medical Support Assistants, and (72) GS-5/6 MSA's.
  • Ability to establish and maintain good working relationships with senior leadership and staff throughout the facility.
  • The position collaborates with external stakeholders to ensure information is appropriately disclosed, adequately protected and produced timely when requested.
  • Chief, Medical Administration Service will be a liaison between Medical Administration Service (MAS) and the clinical leaders for the healthcare lines and Community Based Outpatient Clinics (CBOCs). Also, will attend their meetings and work more directly with their leadership in assuring we meet the mission of the administrative and clinical aspects of patient care.
  • Develops and executes strategic management initiatives that establishes areas of control of information within the facility and interfaces with all business operations across service lines/departments.
  • Developing strong connections with external partners such as: news media, public leaders, affiliate university administration, law enforcement, state agencies and non-VA partners allows for a robust data governance program.
  • Knowledge of data quality improvement practices and the ability to develop a system of internal monitoring that identifies potential organizational risks through trending and severity unique to the facility.

Work Schedule: Monday - Friday, 7:30 am -4:00 pm

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 02/21/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: supervisory responsibilities include setting performance standards, evaluations, initiating action on disciplinary matters, awards, labor relations, approval of leave and work schedules; coordinates the collection of data concerning patient care activities: makes computations as required and reports monthly, quarterly, or annually to management; analyze situations to determine what decisions can be made; receive and respond to non-routine patient inquires; prepare workflow charts, work standards, and staffing recommendations. Demonstrated knowledge of the VHA Scheduling Directive and all processes within that directive such as NEAR List, Patient Preferred List, and Veterans Choice; and work with the MAS Supervisors and MAS Trainer to ensure that staff are professionally trained on the requirements of the VHA Scheduling Directives and can complete the scheduling responsibilities stated in the VHA Scheduling Directive. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping, and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
