Duties

Help
  • Serve as Senior Contract Specialist, Lead Negotiator, or Contracting Officer responsible for administering contracts for the initial and follow-on production in support of Army Contracting Command.
  • Develop advance acquisition plans for future fiscal years as well as prepare and maintain current acquisition plans, milestone charts, and related schedules.
  • Prepare designated price and cost analysis in accordance with current command regulations and policy.
  • Coordinate and compile periodic and special reports, narratives, studies, briefings and other presentations used in analysis of contract performance and surveillance.
  • Conduct meeting with representatives of contract administration agencies and contractors to receive and exchange information.

  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectee must meet position requirements for Foundational Certification within 36 months of entrance on duty.
  • Obtain and maintain a determination of eligibility for a Secret OR Top Secret security clearance or access for the duration of employment. If selected for Top Secret Clearance, drug testing will be required.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position requires travel up to 10% for this position. TDY may be required annually, at a minimum, one time to Redstone Arsenal, AL for training, etc.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution. Transcript must clearly show the degree was awarded/conferred, the date the degree was earned, and the name of the College/University.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty;
OR B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes 1) performing pre-award or post-award procurement functions involving complex contracts; (2) negotiating contract prices, terms and conditions to evaluate cost analysis; AND (3) implementing contractual regulatory guidance and processes for the procurement of goods and services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
