Summary

This position serves as the Chief of Integrated Risk Management located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Office of Integrity and Compliance (OIC). The incumbent will advise the Director of VHA Risk Management and the VHA Chief Integrity and Compliance Officer and support the ongoing integrated risk management efforts within VHA.

Duties

Help

Duties include, but are not limited to:

  • Serves as Chair for the OIC Risk Management Working Group and supports the Director of VHA Risk Management through participation on the VHA Enterprise Risk Management Working Group.
  • Identifies risks, issues, and opportunities in operational oversight reports and assesses corrective action plans to ensure root cause is being addressed and not creating new, unaddressed risks for the organization.
  • Analyzes risks across VISNs, VA Medical Centers and CPACs to identify commonalities, patterns, and interdependencies that result in compounded risk exposure for the organization. Identifies potential enterprise-level risks that would benefit from escalation into VHA governance activities.
  • Serves as the primary coordinator for Risk University, coordinating registration, Risk University pre-work, the delivery of live-instructor led training both virtual and in-person as appropriate, and conducts after action follow up with completed cohorts.
  • Provides subject matter expertise and support in areas of integrated risk management, change management, and compliance program standards.
  • Supports agency risk governance activities by consulting with VISNs, VA Medical Centers and CPACs on their Risk Registers and compiling a VHA OIC Risk Register for submission as part of the VHA Internal Controls Assessment.
  • Oversees the data quality within information systems that capture risk and internal control information. Serves as subject-matter expert to development teams for all system enhancements and defects management.
  • Tracks key indicator data, trending performance over time to contribute to the enterprise analysis the level of risk exposure in the organization, effectiveness of controls, and assessment of how risk-related events may affect achievement of strategic objectives.
  • Maintains files on related data and applies analytical methods to the available files to determine trends, patterns and irregularities, researching applicable standard operating procedures, directives, regulations, and laws that pertain to the risk event being evaluated.
  • The incumbent oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
  • Hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
  • Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/21/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

BASIC EDUCATION REQUIREMENT- You must first meet Basic Education Requirements for this position as described below. Transcripts are REQUIRED.

Basic Requirement: Individual Occupational Requirement: To meet the basic qualification of the 0671 Health System Administration Occupational Series, you must possess an undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration -OR- you must possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
AND
In addition to meeting the basic education requirement, you must also meet the specialized experience requirement.GS-14 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. To be minimally qualified based on experience alone, you must meet 3 out of the 5 experiences listed below.

Specialized experience is:
  1. Experience identifying risks, issues, and opportunities in operational oversight reports and assesses corrective action plans to ensure root cause is being addressed and not creating new, unaddressed risks for the organization.
  2. Experience analyzing risks across VISNs, VA Medical Centers and CPACs to identify commonalities, patterns, and interdependencies that result in compounded risk exposure for the organization. Identifies potential enterprise-level risks that would benefit from escalation into VHA governance activities.
  3. Experience providing subject matter expertise and support in areas of integrated risk management, change management, and compliance program standards
  4. Experience overseeing the data quality within information systems that capture risk and internal control information.
  5. Experience serving as subject-matter expert to development teams for all system enhancements and defects management.

Physical Requirements: The work is sedentary in nature. The work also involves coping with complex, persistent demands from a variety of sources that can be regarded as a high-pressure work situation.
