This position serves as the Chief Data Officer (CDO) for the National Transportation Safety Board (NSTB) and directly reports to the Managing Director. The CDO champions and leads data and analytics value creation and governance as a strategic discipline for the NTSB and builds the critical foundations of a data-driven enterprise to support the NTSB's ability to effectively and efficiently accomplish its mission and strategic goals.
Summary
This position serves as the Chief Data Officer (CDO) for the National Transportation Safety Board (NSTB) and directly reports to the Managing Director. The CDO champions and leads data and analytics value creation and governance as a strategic discipline for the NTSB and builds the critical foundations of a data-driven enterprise to support the NTSB's ability to effectively and efficiently accomplish its mission and strategic goals.
Leads development and execution of the NTSB Data Strategy along with associated policies, guidelines, best practices and implementation approaches to enable NTSB's agency-level strategies and federal data strategies as well as requirements codified in Executive Orders and laws, to include the Evidence Act.
Facilitates and spearheads external collaborations to accelerate NTSB's data strategy, with other government agencies, industry and academia, including identifying existing and emerging technologies and data solutions that can support NTSB mission needs. Serves as NTSB lead for the Federal CDO Council and coordinates NTSB participation on related CDO Federal Working Groups and CDO Council subcommittees.
Leads NTSB's efforts to manage data and data assets by establishing effective procedures, standards, and controls to ensure quality, accuracy, access, and protection of data. Performs data management that includes developing data strategy and data processing analysis.
As Chair of the NTSB Data Governance Body (DGB), leads and serves as principal advisor to the Managing Director and Chief Information Officer (CIO) as the DGB decision authority on data and data governance topics.
Partners with internal and external customers to develop an evidence-based decision-making plan as part of the NTSB Strategic Plan as well as an evaluation plan as part of NTSB's annual performance reporting (as required by the Evidence Act). Coordinates development of reporting products, reviews and routes reports to Congress, the Office of Management and Budget (OMB) and other external bodies.

Qualifications
To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications, and Individual Occupational Requirement listed below.
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below.
Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQs). This recruitment follows the traditional method.
EXECUTIVE CORE QUALIFICATIONS (ECQs): All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately, not to exceed 10 pages. You are required to respond to all ECQs. If you fail to do so will result in a rating of 'ineligible.' When responding to the Executive Core Qualifications (ECQs), you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. Applicants must utilize the Challenge-Context-Action-Result (CCAR) Model when writing Executive Core Qualifications (ECQ). Use two examples of relevant experience for each ECQ being sure your experience matches the ECQ criteria. Challenge - Describe a specific problem or goal. Context - Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale). Action - Discuss the specific actions you took to address a challenge. Result - Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills.
Each accomplishment should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action-oriented leadership words to describe your experience and accomplishments (e.g., Led the development and implementation of....) and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.).
The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.
ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision)
ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organizations vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Competencies: conflict management, leveraging diversity, developing others, team building)
ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)
ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)
ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. You are required to respond to all of the technical qualifications. If you fail to do so, you will be rated as ineligible. A broad knowledge of and demonstrated ability to effectively advise senior departmental leadership on data management policies by serving as the authoritative reference to promote functional program integration with diverse stakeholders, both internal and external.
Strong business acumen and familiarity with data science approaches to solving operational and mission challenges, cloud computing, privacy, confidentiality, data analytics, statistical methods, and policy development.
Education
Individual Occupational Requirement:
In addtition to meeting the ECQs and Technical Qualification, to be qualified for this position, you must meet the basic educational and/or work experience requirements for Data Scientist positions. These requirements are:
A. A degree in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. -OR- B. A combination of education and experience with courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
All education must be received by an accredited institution recognized by the U.S. Department of Education for it to be credited towards qualifications (particularly positions with an education requirement) therefore, applicants must report only attendance and/or degrees received from schools recognized by the U.S. Department of Education. FOREIGN EDUCATION: Education completed outside of the United States must be deemed equivalent to that gained in accredited U.S. education programs to be acceptable for federal employment. Salary: NTSB structures its SES positions into tiers to determine the minimum pay for each position. This is a Tier 1 position. The minimum pay for this position is $141,022 and the maximum is $212,100. Pay is set based on consideration of the selectee's current salary and other factors.
