As a Historic Preservation / Fine Arts Specialist, you will assist the Regional Historic Preservation and Fine Arts Officer (RHPO/RFAO) in administering the region-wide Historic Preservation, Fine Arts, and Art in Architecture (AIA) Programs.

This position is located in the Region 4 PBS, Architecture & Engineering Division, Architecture Branch in Atlanta, GA.

The Public Buildings Service (PBS) supports a productive federal workforce by providing financially and environmentally sustainable, accessible, and responsive workspace solutions.  The Southeast Sunbelt Region currently manages over 140 federally-owned facilities and leases space in over 1,300 commercially-owned facilities, totaling almost 45 million rentable square feet.  We have over 750 employees across eight southeastern states, and we are seeking energetic and dedicated public servants to join our team.

As a Historic Preservation / Fine Arts Specialist, you will collaborate with a diverse group of project managers, building managers, technical subject matter experts, and tenant representatives to ensure that preservation requirements are considered in the design and construction of new construction projects, space alterations, building repairs, and property disposal actions.  You will serve as a preservation subject matter expert and a key advisor in support of the acquisition of design and construction services.

You will perform the following Historic Preservation duties, in close collaboration with the Regional Historic Preservation Officer:

  • Provide leadership and technical subject matter expertise on historic preservation matters to agency management, professional colleagues, state officials, and private industry partners.
  • Ensure compliance with historic preservation laws and directives (including the National Historic Preservation Act of 1966 as amended, NHPA), as well as related GSA policies and program guidance necessary for implementation.
  • Review and evaluate design documents and other project plans for potential impacts to historic properties and other cultural resources.
  • Consult with other federal, state, and local preservation officials and stakeholders to receive project clearance.
  • Identify potential adverse effects to historic properties and proposed mitigation strategies for GSA projects.
  • Identify and substantiate (through research) GSA properties eligible for inclusion in the National Register of Historic Places and assist with the nomination process.
  • Assist with procurement and oversight of third-party contractors to produce historic preservation and archaeological studies, including National Register studies, National Register nominations, and Historic Building Preservation Plans.

You will perform the following Fine Arts duties, in close collaboration with the Regional Fine Arts Officer:

  • Provide leadership and technical subject matter expertise to building managers and other GSA stakeholders on the maintenance and conservation of existing fine art works in the regional inventory.
  • Provide leadership and technical subject matter expertise to project team members and other GSA stakeholders on the commissioning and installation of new fine art works under the GSA Art in Architecture program.
  • Ensure compliance with federal laws, policies, regulations, and other operating guidelines regarding the management of the regional fine arts inventory.
  • Assist with development of public outreach programs and educational materials related to the regional fine arts inventory.
  • Assist with management of the regional fine arts inventory, which includes conducting biennial inspections, assessing the results of inspections, and establishing priorities and budget requirements for art conservation projects.

It is expected that the selected candidate will, on average, spend more time fulfilling Historic Preservation duties than Fine Arts duties.

The GS-12 salary range starts at $87,466 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. 

Specialized experience is experience:

  • interpreting and applying federal laws, regulations, and Executive orders pertaining to historic preservation compliance requirements in consultation with the state historic preservation offices;
  • in architectural conservation and application of the principles & practices of rehabilitation and adaptive use of historic buildings;
  • conducting historic building research;
  • communicating with internal and external parties regarding preservation projects;
  • assessing fine arts inventory on a biennial inspection cycle and reviewing inspection results to recommend priorities and budget requirements for art conservation projects;
  • assisting in commissioning works of art; and,
  • suggesting methods of handling, storing, mounting, and exhibiting art in accordance with professional standards.

Preferred Qualifications and Skills:

Preferred candidates will meet one or more of the Secretary of the Interior’s Standards and Guidelines for Archeology and Historic Preservation, Professional Qualifications and Standards (see Federal Register Vol. 48, No. 190, p. 44738-44739). These qualifications include some combination of formal education in history, archeology, architectural history, architecture, or historic architecture and professional experience and/or field work.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Knowledge of accepted theories, principles, and practices of various disciplines such as architecture, historic architecture, architectural history, American cultural development, urban history, and American art history and contemporary art.
  2. Technical knowledge of architectural concepts, principles, and practices applicable to a full range of duties concerned with the preservation, restoration, rehabilitation, and adaptive reuse of historic buildings such as GSA owned and leased office buildings, Courthouses and Post Offices. Analytical skills to apply a wide range of qualitative and quantitative techniques required for the assessment and improvement of the effectiveness and efficiency of the historic preservation and fine arts programs; ability to identify problem areas, conduct research, select, and evaluate technical data and to make decisions or recommendations for action based on consideration of all programmatic requirements and aspects of a problem. Knowledge of Federal contracting and procurement practices as related to the administration of personal and professional services contracts for artists and architecture-engineering firms, including the ability to review and understand contracts, contract drawings and artist proposals. 
  3. Knowledge of Federal laws and regulations, Executive Orders and agency directives and guidelines pertaining to all GSA Historic Preservation and Fine Arts program requirements including knowledge of the National Historic Preservation Act of 1966, as amended, and the Secretary of the Interior's Standards as related to current and proposed PBS projects. Ability to assess GSA's potential liability resulting from proposed projects, and to formulate recommendations regarding additional studies and alternative actions. Skill in organization, documentation, tracking and recordkeeping. Skill in producing graphics, brochures and educational materials for the GSA historic preservation and fine arts programs.

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
