Summary

The Product Manager develops/implements product vision for one or more of the Fleet Software Products. Current Products are Catalog, Store, Marketplace, Innovation, Maintenance & Repair, Vehicle Mgmt Services, Business Mgmt, Zonal Operations, and Integration.

Location of position: Federal Acquisition Service, Purchasing Division, Duty station to be determined. This is a remote position.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

As a Product Manager, your duties will include:

  • Serving as a Product Manager for high visibility, complex, time-sensitive projects for Information Technology Fleet software solutions. Responsible for developing and implementing software product vision and strategy and portfolio management. 
  • Documenting specific business needs, works with development teams - through product owners, scrum masters, development leads and others - to create the final software Product.  Develops solutions that take scope, schedule, budget constraints into consideration. 
  • Identifying internal and external clients needs, strategies, schedules, and milestones. 
  • Managing and tracking accomplishment of activities required to satisfy stakeholder requirements and ensuring that the project satisfies mission needs.
  • Addressing issues, solves problems, and incorporates solutions in a professional manner. 
  • Participating in the IT Governance process, managing the prioritization of work to support Fleet program strategic initiatives and needs of the internal and external customers. 
  • Ensuring Fleet Software Products stay aligned with the business and are continuously evolving to deliver value. 
  • Determining if the Product meets needs and accepts the developed product on behalf of Fleet.

The GS-14 salary range starts at $116,393.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Specialized experience is defined as developing and implementing software solutions that enable and support desired business outcomes.  This knowledge is generally demonstrated by assessing and analyzing operational processes; recommending improvements to business processes/functionality through software solutions; defining clear business requirements; translating business requirements into functional requirements; or, actively managing and measuring developed functionality against planned requirements.

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of current information system technology needed to assist client agencies in analyzing complex mission requirements and applying information technology in efficiently and effectively meeting these requirements.
  • Highly knowledgeable of project management skills needed to ensure projects meet identified objectives, are completed on schedule, and offer well-supported and technically sound conclusions and recommendations. 
  • Ability to manage several concurrent projects.
  • Ability to work with clients, assess client needs, resolve client problems, satisfy client expectations, and commit to quality service. Skill in communicating with current and potential clients, and to rapidly develop an understanding of clients' needs and the means to address them.
  • Ability to establish and maintain productive contacts with Government and private industry to maintain and enhance technical knowledge and skills, and represent the organization during such contacts.
  • Comprehensive knowledge of programs, products, operational business processes and solutions offered by GSA Fleet and FAS to promote, explain, justify, and provide services to client agencies.
