The Supervisory Human Resources Specialist:

  • Manages a wide range of human resources programs and services such as staffing, performance management, employee benefits, information systems, and classification services.
  • Develops organization strategic staffing and succession plans, and ensures consideration of human resources issues in the organization’s overall Strategic Plan.
  • Keeps the organization’s Human Capital Plan current.
  • Streamlines policies and procedures in order to guarantee optimum efficiency.
  • Provides authoritative advisory service and/or develops authoritative policy interpretations.
  • Evaluates reports by analyzing facts and conducting appropriate research; prepares detailed responses.
  • Keeps abreast of the statues of personnel actions to ensure timely accomplishment, anticipate potential problems, and identify solutions.
  • Plans, develops, coordinates, administers, and conducts a comprehensive, dynamic, progressive, and effective human resources program.
  • Responds to complex and controversial inquiries and develops responses for high-level managers.
  • Presents results of assessments and studies, negotiating agreements and influencing approval and implementation of agency-wide solutions and plans.

The ideal candidate must have experience at the strategic level in staffing and organization, and must have managed and directed the activities of staff engaged in providing a wide range of human resources programs and services.

CONDITIONS OF EMPLOYMENT:

  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience in planning, organizing and directing the activities of a team; ensuring that the organization complies with legal and regulatory requirements and meeting customer needs.
  • Experience applying the principles Federal Human Resource/Capital law, regulations, and policy to engage in workforce analysis, succession planning, and Human Capital Plan development.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Leadership - influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
  • Human Capital Management - Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Ensures that employee are appropriately recruited, elected, appraised, and rewarded; takes action to address performance problems. Manages a multi-sector workforce and a variety of work situations.
  • Strategic Thinking - Formulates effective strategies consistent with the business and competitive strategy of the organization in a global economy. Examines policy issues and strategic planning with a long-term perspective. Determines objectives and sets priorities; anticipates potential threats or opportunities.
  • Customer Service - Anticipates and meets the needs of both internal and external customers. Delivers high-quality products and services; is committed to continuous improvement.
