As a Data Solutions Engineer, the incumbent serves as a subject matter expert and advisor to IT and business managers and leads in the development of secure and robust data solutions, data architectures, data operating models for business needs, which involves the management of the FCC’s enterprise-wide data assets.

Provides technical direction to IT and business unit contractors responsible for developing, planning, implementing, and integrating new and updated IT and Business architecture standards and processes and to ensure a consistent technical infrastructure in response to business units' mission and needs. Support daily oversight, direction, and leadership of specific ADS projects; reports on performance goals and metrics, measurement, and develops resolution plans to improve project performance; and supports implementing and validating effective quality controls.

Provides expert level advice to the ACIO for Applications Development, the Enterprise Architect, Deputy CIO for Technology Execution, and the Chief Information Officer and other Senior leaders at large on matters pertaining to the Commission's data assets and related operating models with primary focus on confidentiality, integrity, and availability of data, cloud adoption, technology modernization, security, and business transformation. Performs tactical planning and execution with guidance from the ACIO of ADS and develops target data architectures and capabilities to support FCC business units' missions.

Performs and works with contract staff in the development of as-is and to-be data architectures and operating models, performing gap analysis, and development of transition plans across the FCC enterprise. Supports the development of Statements of Work, task orders and specifications for the solicitation and award of contracts.

Supports the development and integration of strategies, plans, policies, standards, and guidelines for the acquisition, installation, integration, and migration of data and data technologies, IT solutions, and business processes in line with Federal security requirements. Consults with technical, security, and business Subject Matter Experts in the development and modernization of technical and business capabilities and provides implementation advice, informal training, and post-implementation reviews.

Supports technology adoptions and transformation of database systems and data integrations across the enterprise to include integration with Enterprise Data Warehouse and other shared data and reporting & analytics services. Serves as a key contributor and SME for ADS data management functions to DEVSECOPS and Continuous Integration/Continuous Deployment.

This position relies upon the incumbent’s knowledge of interrelationships between various components of the FCC and must understand the missions of each bureau and office, and especially the points of intersection within FCC IT. Serves as advisor for technology selection, business improvements, and transition planning activities related to data assets.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Time in grade restrictions do not apply to Direct Hire procedures.

GS-15

Candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service.  Specialized experience is defined as follows:

1) Experience performing software development work that involves the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications, in order to develop, customize, test, debug or maintain software programs for an organization, on an enterprise level.
2) Experience evaluating and defining application architectures, application performance and capacity planning, data, and systems integrations to identify and resolve security vulnerabilities and risks related to the use, processing, storage, and transmission of classified information, media, and documents.
3) Experience in one or more of the following areas:

 -Big data concepts and technologies, such as: Apache Hadoop, Apache Hive, Solr, Cloudera, MapReduce, R, Spark, Kafka, NiFi, and the ELK (ElasticSearch, Logstash, Kibana) stack
-DevOps concepts and tools, such as: GitHub, JIRA, Maven, Jenkins, Chef, Ansible, Docker, ELK stack, Nexus, Nagios
-Database platforms, such as: Oracle, MySQL, NoSQL, Mongo DB, HDFS

4) Experience applying application architecture and systems engineering principles, including n-tier/services-oriented architecture, application design patterns, Agile development with Scrum, Kanban, application security, developing system requirements, system design artifacts and models, design documentation and development using Amazon Web Services.

While there are no educational qualification requirements which are required to qualify for this position, preferred education is outlined below.

Bachelor's degree with at least a 3.0 GPA on a 4-point scale in one of the following fields or related studies:

    • Computer Science
    • Computer Engineering
    • Information Systems

  • Expert ability in developing strategic requirements and analysis, future technologies planning and development, and execution of a strategic program plan for long-and-short range information technology requirements.
  • Expert knowledge of the IT infrastructure, functions, work processes/programs of FCC Bureau and Offices, as well as an expert analytical ability to gather, assemble, and analyze facts, draw conclusions and devise solutions to problems which will increase the effectiveness of FCC Bureau /Office programs, identifying emerging network/policy and planning technology and their applications to FCC business processes.
