The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Serves as an expert analyst responsible for developing and/or interpreting guidance on program planning execution, and evaluation.
  • Leads or serves as a team analyst or advisor overseeing team members, project leaders, and/or project support personnel.
  • Develops long-range program plans, goals, objectives, and milestones.
  • Identifies and develops ways to resolve or address issues which directly affect the accomplishment of principal program goals and objectives.

  • If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.

Qualifications

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-09
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience with functional programs, operations and processes sufficient to perform studies and evaluate program operations; Experience that demonstrated knowledge of analytical and evaluative methods and techniques and management and organization principles for assessing program development or execution and improving organizational effectiveness and efficiency; Skill and ability in applying basic fact-finding and analytical techniques to gather information and data presentation methods to prepare clear and effective recommendations both verbally and in writing; Ability to present data, interpretations and conclusions in a clear, concise and logical manner.
OR
EDUCATION: Two (2) full academic years of progressively higher level graduate education in any field of study from an accredited college or university. OR
Master's or equivalent graduate degree in any field of study from an accredited college or university. OR
LL.B or J.D., if related. OR
A combination of qualifying graduate education and experience equivalent to that described above

SPECIALIZED EXPERIENCE: GS-11
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience with applying analytical and evaluative techniques both qualitative and quantitative to projects and studies concerning the efficiency and effectiveness of program operations; Experience should include recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; Experience using knowledge of work processes, operations and programs to perform studies and evaluations, and make recommendations for changes and improvements; Experience using knowledge of management principles and processes to perform project management duties and effectively coordinate and integrate project objectives; Skill in applying communication techniques sufficient to present plans and proposals convincingly and negotiate.
OR EDUCATION: Three (3) full academic years of progressively higher level graduate education in any field of study from an accredited college or university. OR PH.D or equivalent doctoral degree in any field of study from an accredited college or university. OR LL.M., if related
OR A combination of qualifying graduate education and experience equivalent to that described above.

SPECIALIZED EXPERIENCE: GS-12 You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with a wide range of evaluative and analytical methods and techniques, and management and organizational techniques to establish criteria for identifying and measuring accomplishments and progress, revising methods and developing new approaches and analyzing detailed findings, the impact of changes and make recommendations; Experience using knowledge of budgetary methods and techniques to prepare analyses and estimate resource needs; Experience working with functional programs, operations, work processes and related administrative activities to identify actual or potential problem areas, and deficiencies; Experience working with project management tools and techniques to plan, schedule, implement, closeout, and evaluate complex projects and studies; Knowledge and skill in oral communication techniques sufficient to present findings, deliver briefings, and negotiate solutions to disputed recommendations, as well as, written communication techniques to prepare project papers, reports, manuals, and directives


SPECIALIZED EXPERIENCE: GS-13 You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience with a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative and management and organizational techniques, systems, and procedures to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them; Experience includes project management techniques to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience must include knowledge of budgeting methods and techniques to prepare analyses and estimates; and knowledge and skill in oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations as well as, written communication techniques to prepare project papers, reports, manuals, and directives.

TIME-IN-GRADE REQUIREMENTS:
Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENTS.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
