The Staff Biomedical Engineer is responsible for providing professional engineering support to a complex, technically sophisticated, and service-oriented Biomedical Engineering program. The position requires broad scientific, technical, and clinical knowledge across the full range of medical technologies, along with highly specialized skills in medical technologies. He/she provides oversight, guidance, and assistance to the VISN and its facilities in the strategic planning, pre-purchase assessment, acquisition support, implementation coordination, equipment management, and risk assessment/security configuration for medical equipment/healthcare technology. This position will be responsible for managing projects across VISN 5.

The Staff Biomedical Engineering program includes healthcare technology strategic planning, pre-purchase assessment, acquisition support, implementation coordination, equipment management, training and ongoing maintenance support. He/she is a professional consultant and advisor on healthcare technology matters to network executive management, network program officers, executive management at all medical centers, clinical service lines, Biomedical Engineering Program Managers across the VISN and the VISN Chief Biomedical Engineer.

The incumbent supports the network mission and Biomedical Engineering program goals while operating in accordance with VISN policies, biomedical policies and standards of professional service. He/ She consults with and provides guidance to technical staff in all Biomedical Engineering programs across the network. The Biomedical Engineer works in conjunction with the network Chief Biomedical Engineer on matters pertaining to Biomedical Engineering technology management, program operations and effective delivery of services

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. (NOTE: This applies to the past, current, and upcoming VA Health Professional Trainees (HPT) only. HPT is an individual appointed to temporary positions in one or more VHA medical facilities performing clinical or research training experiences to satisfy program or degree requirements or receiving VA Health Professional Scholarship Program. HPTs can be either VA-paid or Without Compensation (WOC).)

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Education and/or Experience: Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. OR Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed above.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:
Biomedical Engineer, (Clinical), GS-13
Experience:
Completion of at least one year of experience equivalent to the next lower level, and must be fully meet the KSAs at that level. Including:
  1. Ability to implement and/or sustain an equipment management or biomedical research program that meets The Joint Commission (TJC), National Fire Protection Association (NFPA), or other applicable regulatory requirements.
  2. Ability to develop material for a continuing education program for clinical or research staff, that address the principles and application of medical technology, and/or biomedical theory used in healthcare.
  3. Ability to advise staff on emerging medical technology, or research procedures, while keeping abreast of changes in such technology, and utilizing the information to solve biomedical engineering problems.
  4. Knowledge of basic project management principles, as applied to the healthcare setting and medical equipment, and information system implementation.
This experience would include working under general supervision, with wide latitude to exercise independent judgment. Drawing upon extended professional and technical experience, employees demonstrate an intimate understanding of complex clinical and biomedical subject matter. They serve as institutional resources, working extensively with clinical stakeholders, supporting clinical services by leading market research, technology assessments, integration planning, and implementation of both current and emerging medical technologies. The employee shares responsibility for managing the Health Insurance Portability and Accountability Act (HIPAA), network security issues for medical systems, and the information communicated across these systems. They may collaborate frequently with contracting to execute judicious healthcare technology procurements. Within the Biomedical Engineering Department, the employee provides leadership that ensures high quality and responsive customer service is an integral component of biomedical engineering service delivery. They are highly effective communicators, capable of serving as subject matter experts directly supporting the life cycle management of clinical technology, to include ongoing service, system administration, training, and quality assurance. At this level, employees may assist in clinical research projects in the biomedical engineering field.

Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs. In addition, the candidate must demonstrate the following KSAs and potential to acquire the assignment specific KSAs designated by an asterisk (*).
  1. Ability to conduct capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment.
  2. *Knowledge and capacity to support the most complex and specialized clinical technology including service, system administration, training, and quality assurance.
  3. Knowledge of, and the ability to interpret and apply complex codes, regulations, guidelines, and standards associated with the biomedical engineering field.
  4. Ability to develop and implement policies that are consistent with organizational objectives.
  5. Ability to communicate and work collaboratively with key stakeholders, including technical and professional staff at various levels of the organization.

The full performance level of this vacancy is GS-13.

Physical Requirements: The work may require regular and recurring physical exertion, involving standing for prolonged periods of time, lifting/carrying of items weighing up to 40 pounds, and bending/stooping.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
