The incumbent serves as the Deputy Data Officer. The individual selected for this position will:


Data Architecture and Design:

  • The incumbent is responsible for the design, development, and deployment to support multiple data pipelines from internal and external data sources.
  • Responsible for architecting data systems capable of handling agency wide data streams.
  • Manages teams that design, develop, and support data architecture and infrastructure for development, testing, and production.
  • Deploys and supports data-centric cloud-based solutions and deploys Apache Spark-based server clusters for handling big data processing.
  • Responsible for interfacing with IT technical and management personnel to provide guidance on evolving technologies to ensure the agency data access is efficient and secure.

Leadership and Managerial Management:

  • Performs administrative and technical supervisory functions for subordinates.
  • Resolves complaints and grievances as delegated by supervisors.
  • Provides for employee skills enrichment through job-related coaching, mentoring, and training. The incumbent will foster a culture of learning, sharing, cooperation and teamwork that improves efficiency and effectiveness throughout the organization.
  • Demonstrates skill in developing and delivering oral and written presentations as well as making recommendations on management issues in concise and convincing language.

Administration of Accounting Systems:

  • Serves as AOC certifying officer and is the accountable official for payments by the Architect for services performed by contractors and all other disbursements of AOC funds. 
  • Provides oversight of the implementation of an effective internal control system which is in compliance with established accounting standards for accurate preparation of financial statements. 
  • Establishes operating policies and management systems.  Sets work priorities and charters the development of new projects in response to changes in funding methods.   
  • Implements improvements in the Accounting Branch operations as needed and based on internal program evaluation findings.
  • Provides responses to audit findings regarding material weaknesses and/or other management control weaknesses identified during reviews.  
  • Ensures that projects are effectively inspected, monitored, controlled and evaluated within timeliness, cost and performance conditions.

 Evaluation of Accounting Operations:

  • Responds to findings that indicate the need for changes in policies and procedures.
  • Evaluates the implementation of the AOC-wide accounting system to ensure compliance with Federal Generally Accepted Accounting Principles (GAAP) and other applicable reporting requirements.
  • Provides guidance to accounting and supporting personnel engaged in the implementation of internal control processes, analysis of financial operations, preparation of costs and related studies, and accomplishment of ongoing operating accounting functions essential for the maintenance of AOC official accounting records.
  • Oversees the development and implementation of prescribed accounting control processes.

Qualifications

Specialized experience is an experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
 
Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the GS-14 grade level in the Federal service.

Specialized experience for this position includes:

  • Expert knowledge in operations research, simulation and operational impact analyses, and cost/benefit analyses. Ability to use data to reveal insights that can contribute to operational planning decisions, which ultimately drive the budget.

  • Knowledge of mathematical, statistical, econometric, and other methods and techniques to forecast requirements and propose alternative means and resource options to achieve a strategic end state of the process.

  • Ability to translate management goals and objectives into a balanced and effective set of programs consistent with planning guidance and priorities.

  • Ability to manage content and lead the development, implementation, operation and oversee the maintenance of the associated database platforms and AOC enterprise-wide Business Intelligence analytics tools, websites, portals and repositories in coordination and cooperation with enterprise technical and functional partners.

Education

Preferred degree in a related field such as business administration, finance, or public administration.
