Help

  • Supervises & directs the work of the Staffing, Classification, and Pay Administration programs for the Oklahoma City Area, Human Resources (HR) Office.
  • Consults with and advises senior HR staff and management on recruitment, examination, and selection processes, regulations, and requirements; administers the agency recruitment and placement plan; coordinates and advises on the utilization of automated recruiting systems, tools, and processes.
  • Coordinates and implements an internal recruitment program designed to meet the staffing needs of the organization and improve HR processes.
  • Provides managers with definitive interpretations of U.S. Office of Personnel Management (OPM), Department of Health and Human Services (HHS), Indian Preference, and Veterans Preference laws, regulations and policies, and their application to Indian Health Service in recruitment and placement.
  • Provides expert advice on major organizational planning issues, such as the expected impact of reduction in work force, mission changes, reorganizations, or other mass changes or situations involving a broad perspective on complex, interrelated actions.
  • Develops, interprets, and analyzes data extracts and reports from automated HR databases, and prepares a wide range of documents, and reports using advanced software functions.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to the GS-12 grade level in the Federal service (obtained in either the private or public sector) performing the following type of work and/or tasks: experience interpreting and providing technical advice to management and employees on a wide range of Human Resources (HR) concepts, principles, laws, regulations and practices in internal/external recruitment and placement, position classification, and/or compensation; providing technical advice and leadership to a staff of HR professionals; establishing or recommending changes to program policies, procedures, and best practices; evaluating and recommending appropriate solutions to complex interrelated Human Resources programs and issues; analyzing workforce trends to provide recommendations for process improvement; developing, interpreting, and analyzing data extracts and reports from automated HR databases; and preparing a wide range of documents, reports, and databases.

SUPERVISORY ABILITIES: This is a supervisory position and candidates, in addition to the qualification requirements described above, must have demonstrated in their work experience or training, that they possess, or have the potential to develop, the qualities of successful management, as required for the position.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
