Help

At the entry level of this position, you will:

Serve as a senior tribal air quality planner supporting the promulgation and implementation of the Federal Air Rules for Reservations (FARR) in Idaho, Oregon and Washington.

Development of federal implementation plans (FIPs), the employee produces and coordinates technical and regulatory work necessary to support Agency FIP actions.

Coordinate and produce technical documentation to support EPA’s decision on FIPs, Tribal Implementation Plans, National Ambient Air Quality Standards designations and other related rulemakings.

Serve as an air grants project officer for financial assistance agreements.

Ensure that EPA staff and managers are kept informed of activities, policies, and goals pertaining to Tribes.

Assist senior-level staff leadership for special assignments or as a leader for project teams.

You will spend 25-50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as experience working with federal, state, local or tribal air quality regulations.

To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as experience implementing federal, state, local or tribal air quality regulations and experience with federal, state, local or tribal rulemaking processes.

Your application package will be used to evaluate your competencies in the following areas:

Knowledge of physical science and/or life science concepts, principles, and practices to develop technical products to support, and ensure compliance with, the Agency goals and objectives.

Knowledge of applicable federal environmental statutes, regulations, and policies in Indian country and skills in applying such knowledge to coordinate air quality work with tribes.

Knowledge of the federal Clean Air Act’s provisions regarding the National Ambient Air Quality Standards and State Implementation Plans, including rulemaking processes.

Skill to negotiate work plans for grants, provide timely post-award monitoring and technical assistance to assure grantees perform in accordance with work plans.

Skill in oral communication.

Skill in written communication.

Ability to interpret environmental regulations and policy.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You need a degree or combination of education and experience as described below to qualify for this position.

A bachelor’s or higher degree from an accredited or pre-accredited college or university in:

GS-0401 Biology

You must have a bachelor's degree from an accredited or pre-accredited college or university in one of the following:  biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR a combination of education and experience with courses equivalent to a major, as listed

GS-1301 Physical Scientist

You must have a bachelor's degree from an accredited or pre-accredited college or university in one of the following:  Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; OR a combination of education and experience with education equivalent to one of the majors listed that included at least 24 semester hours in physical science and/or related engineering science
