This position is located at JFHQ-Air in Phoenix, Arizona. This comprehensive description covers five programs/specialties within the Air National Guard Military Personnel Flight. The primary purpose is to administer and accomplish functions of one or more of the following human resources programs: Career Enhancements, Customer Service, Employments, Relocations, and/or Readiness.

  • ARIZONA AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED. Prior to appointment into this position, selectee must be a current member of the Arizona Air National Guard, in a military position assigned to JFHQ-Air.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Incumbent must possess and maintain a current state driver?s license.

Qualifications

Military Grades: TSgt/E6 - MSgt/E7

Compatible Military Assignments: Possess the AFSC of 3F071

GENERAL EXPERIENCE: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs.

  1. Demonstrated knowledge of various military human resources system requirements and military pay, allowance, and travel procedures for assigned unit i.e., MilPDS, PRDA, VPC-GR, AROWS, DTS, etc.
  1. Demonstrated working knowledge and skill in compiling information, preparing reports by retrieving and formatting information available from various sources or personnel systems, researching, interpreting, analyzing and applying higher headquarters guidelines, policies, programs and regulations.
  1. Demonstrated knowledge of a variety of military personnel programs sufficient to provide technical assistance to senior leaders, supervisors or members.
  1. Demonstrated working knowledge in tracking, reviewing and maintaining military records.
  1. Skill in effective communication advising senior officer/enlisted leaders, commanders, supervisors, and employees on personnel matters, both orally and in writing at all levels of an organization.
