Help

As a Safety and Occupational Health Specialist within the Office of Management Services, some of your specific duties will include:

  • Providing advice and developing training topics to regional and site managers on technical issues related to occupational safety and health and industrial hygiene, including but not limited to personal protective equipment, preventing injuries and illnesses, chemical management, fall protection, machine guarding, and laboratory safety.
  • Conducting operational and facility surveys, inspections, evaluations, and staff visits to identify industrial occupational safety and health and industrial hygiene hazards and determine the level of organizational compliance with standards.
  • Demonstrating interpersonal skills characteristic of an effective leader such as communicating vision, listening to employee's issues and concerns, being proactive and innovative in resolving problems.
  • Providing occupational safety and health and industrial hygiene analyses/reviews, database support, and staff support for occupational safety and health related electronic systems (software) related to accident/incident investigations, inspections/audits, personal hazard analyses, and safety risk mapping applications.
  • Operating a government vehicle as an incidental driver.
Physical Demands:

The work requires the incumbent to be physically capable of periodically performing inspections of science laboratories and remote field sites that require carrying of test equipment and involving extended periods of walking, standing, hiking and climbing. Occasionally, the incumbent will be exposed to inclement weather during observations of terrestrial and aquatic field activities.

Work Environment:

The incumbent is often exposed to remote/rough terrain, watercraft operations, firing ranges, laboratory operations, operating machinery, instrumentation, toxic, flammable or corrosive chemicals, vapors, and materials handling equipment. The use of personal protective equipment is often required.

Are There Any Special Requirements For This Position?

Qualifications

Basic Requirements for Safety and Occupational Health Manager, GS-0018-12:

Applicants must have one year of appropriate professional experience in occupational safety and health that is equivalent to at least the GS-11 level in the Federal service.

Qualifying experience involves the recognition, evaluation, corrective actions, and elimination of workplace conditions that may cause injury or illness, sickness, or impaired health. This experience must demonstrate not only a professional knowledge of the theory and application of the principles of occupational safety and health, and industrial hygiene, but also software for occupational safety and health program management.

Such work may involve experience in all of the following areas: the evaluation of a variety of occupational safety and health and industrial hygiene hazards, the planning and execution of occupational safety and health audits/inspections, the review and analysis of accident and incident reports, the participation in accident and incident investigations, the training of staff on occupational safety and health topics, the selection and recommendation of appropriate administrative, engineering, elimination, or substitution controls, and experience with systems or software related to analyses/reviews, databases, and staff support for occupational safety and health related electronic data for accident and incident investigations, inspections and audits, personal or job hazard analyses, and/or safety predictive applications. Additionally, experience must have involved the development and implementation of occupant emergency plans, fire safety and evacuation training, and leading safety committees composed of multiple business units.

Examples of specialized experience may include: planning and conducting walk-through surveys of industrial plants and other installations to appraise existing environmental hazards; making technical recommendations regarding unsafe practices, work environments, or procedures; inspecting facilities to comply with governing regulations, policies, or manuals; conducting short-term studies within an industry to identify potential occupational health hazards; reviewing standards and holding conferences to management of alleged violations and citations/penalties expected; recommending specific mitigation methods for an occupational health program.
