Duties

Help
  • Provides oversight of EEO/EO Compliance Programs for CCM. The incumbent advises and briefs senior leadership and provides program management for EEO and EO Compliance functions for the Agency.
  • Manages and evaluates EEO compliance and effectiveness in accordance with laws, policies, and regulations that govern Title VII of the Civil Rights Act of 1964, as amended, which includes implementing final orders, monitoring settlements,
  • [CONT] and ensuring compliance with requirements of the Equal Employment Opportunity Commission (EEOC) and other pertinent laws and regulations.
  • Serves as subject matter expert, principal advisor, and spokesperson on EEO/EO compliance matters for the Agency. Recommends courses of action to resolve complex complaints and problems that are individual, group, class action, or systemic in nature.
  • [CONT] Utilizes expert analytical, fact-finding, problem-solving, evaluative dispute resolution, mediation, negotiation, and compliance techniques to provide recommendations.
  • Oversees and monitors the establishment of policies and procedures related to EO compliance. Collects, organizes, and reviews documentation related to federal compliance requirements.
  • Reviews and assess information collected through fact-finding about reports of non-compliance, respond to all parties involved, and provide technical assistance to bring into compliance.

Qualifications

To qualify for the GS-15, the applicant must have 52 weeks of specialized experience at the GS-14 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience should include: gained extensive knowledge of equal opportunity (EO) and equal employment opportunity (EEO) compliance under Titles VI and VII of the Civil Rights Act of 1964, which includes laws, precedent decisions, policies, principles and methods sufficient to oversee staff in (1) processing public civil rights complaints; (2) devising and implementing a compliance review process; (3) planning and providing technical review of compliance reviews; (4) managing and directing an agency's Limited English Proficiency Plan; and (5) ensuring compliance with an organization's EEO compliance matters and developing policies.

This is a non-bargaining unit position to be filled under the provisions of the Management Officials Promotion Plan. The best-qualified list for this vacancy may be used to fill the same or similar positions in a component(s) under the same Deputy Commissioner. Additional selections may be made within 6 months of the date the best qualified list is issued.

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

OTHER NOTES:

Selected employee is subject to the completion of a 1-year probationary period for a supervisory position unless the employee served in such a position before August 11, 1979, or has completed one.

This position is eligible for telework.

Relocation expenses will not be paid.

This is a high risk public trust position. The selected employee will be required to complete a Standard Form 85P, Questionnaire for Public Trust Positions, in order to have the appropriate investigation conducted, unless the employee has been previously certified eligible to occupy a position at this level.

  • Ability to evaluate EO/External Civil Rights compliance and effectiveness in accordance with applicable policies, and regulations, and guidance. Maximum 30 Points
