Summary

This position is located at Office of the Inspector General for Tax Administration reporting to the Deputy Inspector General for Mission Support/Chief Financial Officer. As a Public Affairs Specialist, you will be responsible to ensure accurate, clear, and timely distribution of TIGTA press releases, news stories and reports to a broad range of internal and external stakeholders in order to promote general knowledge and awareness of the organizations ongoing role in federal tax administration.

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Responsible for writing, editing and managing the clearance process of written materials for use in communicating information about the TIGTA and its activities to a variety of internal audiences, including TIGTA executives and other employees, and external audiences, including the media, Congress, and other external stakeholders, as well as the general public. These products can include press releases, talking points, speeches, PowerPoint presentations, brochures, feature articles, newsletters, social media content, video scripts, and other written products.
- Work products are to be written clearly, logically, concisely, and persuasively for varied audiences. The products will be based on complex sensitive issues and controversial results of audit reports issued by the Office of Audit (OA) about the administration of the Internal Revenue Service (IRS) tax laws, and other matters of significance regarding federal tax administration. The products need to be presented in a concise, comprehensible, and meaningful manner for the intended audiences.
- Assignments are highly collaborative, and the incumbent must have superior time management skills to handle multiple assignments simultaneously. The employee is required to interpret complex concepts and themes in documents prepared by the OA staff, reconciling contradictions in the information presented, and using expository narrative to develop balanced treatments of controversial matters in the presentation of conflicting points of views.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
- Collecting and analyzing the views and opinions of stakeholders to develop recommendations for stimulating interest in program activities; AND
- Drafting materials using proper English syntax, grammar, and punctuation, such as, press releases, talking points, speeches, newsletters, scripts, and presentations; AND
- Developing content for web, social media, and other communication channels; AND
- Developing and maintaining effective working relationships with media representatives.

For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
- Responding to requests for information by determining the nature and collecting and assembling the material using the appropriate format and style based on needs and organization practices; AND
- Drafting materials to present information using a variety of platforms, such as, social media, news media, and web media; AND
- Researching and developing materials for media campaigns.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
Combination of education and experience that has equipped me with the particular knowledge, skills, and abilities to perform the duties of the position successfully. Only graduate level education in excess of the first two years 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11level for 52 weeks.
For the GS-11, you must have been at the GS-09level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT (CONTINUED):
  • A one year probationary period may be required.
