This position is located in the Office of Science and Technology (OST), IT Services Delivery Division (ITSDD), Application Development Branch 

The primary purpose of this position is to manage the Information Technology programs, contracts, and resources to meet the established OST and ATF strategic goals and programs objectives. 

As a Supervisory Information Technology Specialist (Branch Chief), GS-2210-14, your typical work assignments may include:

  • Manages, coordinates and directs programmatic functions relative to the practices, systems, techniques and principles of information technology (IT).
  • Ensures the application of information security information assurance policies, principles and practices in the delivery of all IT services.
  • Assures software and systems quality and functionality.
  • Evaluates new applications software technologies, ensuring the rigorous application of information security information assurance policies and practices to the delivery of software services.
  • Analyzes, tests, installs, implements and supports new or existing application software. Analyzes systems requirements in response to business requirements, risk and costs, and evaluates, selects, verifies and validates the system software environment

This is a non-bargaining unit position.

MOBILITY PLAN:  New employees hired pursuant to this vacancy announcement must sign a mobility agreement.  The purpose of ATF’s mobility policy is to enhance career development and progression, and achieve mission and business effectiveness.  To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Applicants who decline to sign a mobility agreement, as required, will be removed from the hiring process.

Qualifications

To qualify for the GS-14 (starting salary is $99,908 base salary) candidates must also have at least one year of specialized experience equivalent to the next lower grade level at the GS-13 lower grade.

GS-14 – You qualify if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal, State, or Local government or equivalent public or private sector experience, performing the following duties:

  • Managing, designing and evaluating new software applications and technologies; AND
  • Ensuring systems quality and functionality in delivering software services

Applicant must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
