WHAT IS THE FACILITIES MANAGEMENT & SECURITY SERVICES (FMSS) DIVISION?

Vacancies will be filled in the following specialty areas:

Facilities Management and Security Services Operations Mid-Atlantic
Facilities Management and Security Services Operations West

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Plans, develops, coordinates, and implements physical security projects to ensure physical layout and build-outs of new space or alterations of current space meet required security policies and standards. Provides advice and guidance on budgetary requirements for security equipment, systems, and space alterations necessitated by security considerations.
  • Conducts risk assessments of IRS level 2 and 3 offices/sites/facilities and level 4 offices without multi-restricted areas and computer rooms including performing in-depth analysis to determine if they are vulnerable, to identify threats against them, and to identify physical security controls needed to meet required physical security policies and standards.
  • Performs first responder functions, Incident Management, and other critical operational and emergency planning duties. Incumbent would be required to have access to sensitive and classified security information from various government and law enforcement intelligent sources. Incumbent would be required to participate in classified conferences and meetings, and development of classified documents.
  • Conducts compliance security reviews of level 2 and 3 offices and reviews of level 4 offices without multi-restricted areas and computer rooms to evaluate the effectiveness of the IRS physical security program at the office reviewed and to ensure business units are in compliance with security policies.
  • Conducts pre/post-award site surveys at contractor's premises from which IRS procures property and services requiring the disclosure of sensitive and protected information to ensure the contactor has adequate security measures in place within their facilities to provide the required safeguards to protect IRS data from unauthorized use or disclosure.

  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-07 LEVEL: To be minimally qualified for this position youmust have one (1) year of specialized experience equivalent to the GS-5 level that demonstrates experience applying security program concepts, policies, and practices. This experience must include assignments that must have shown completion of the following, or the equivalent: Assisting in conducting security reviews in order to evaluate the effectiveness of the security program; Assisting in performing basic risk assessments with a team to verify and ensure minimum security standards are implemented and identified; Administering less complex physical security programs (e.g., lock, key, combinations, separating employees' clearance); Assisting in performing basic administration of security equipment contracts and associated budgets.
OR
Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of qualifying graduate education and experience equivalent to that described above.

SPECIALIZED EXPERIENCE: GS-09 LEVEL: To be minimally qualified for this position youmust have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience applying physical security concepts, policies, standards and practices; Assisting in conducting security reviews in order to evaluate the effectiveness of the security program; Assisting in performing basic risk assessments (facilities equivalent to Inter-agency security Committee (ISC) standards level 1 or level 2) with a team to verify and ensure minimum security standards are implemented and identified; Administering less complex physical security programs (e.g., lock, key, combinations, separating employees' clearance); Performing basic administration of security equipment contracts and associated budgets.
OR
A master's or equivalent graduate degree in a field of study such as national security studies, information technology, criminal justice or management.
OR
Two (2) full years of progressively higher-level graduate education leading to a graduate degree in a field of study such as national security studies, information technology, criminal justice or management. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
OR
LL. B or J.D., if related.
OR
A combination of qualifying graduate education and experience equivalent to that described above.

SPECIALIZED EXPERIENCE: GS-11 LEVEL: To be minimally qualified for this position you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: experience applying physical security concepts, policies, standards and practices. The assignments must have shown completion of the following, or the equivalent: Conducting security reviews in order to evaluate the effectiveness of the security program; Performing less complex risk assessments (facilities equivalent to Inter-agency security Committee (ISC) standards level 1 or level 2) and assist with large site assessments to verify and ensure minimum security standards are implemented and identified; Providing technical assistance to managers and employees to ensure security measures are met and to resolving security issues; Drafting written reports of findings from risk assessments, compliance security reviews and site surveys; Providing limited advice and guidance on budgetary requirements for security equipment and systems.

Ph.D. or equivalent doctoral degree in a field of study such as national security studies, information technology, criminal justice or management.
OR
Three (3) full years of progressively higher-level graduate education leading to a graduate degree in a field of study such as national security studies, information technology, criminal justice or management. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
