Help

As a Resource Management Specialist, you will perform the following duties:

  • Participate in fishery management processes impacting resources of Stellwagen Bank National Marine Sanctuary (SBNMS), including but not limited to New England Fisheries Management Council, Atlantic States Marine Fisheries Commission and state fisheries management processes. Serve as SBNMS representative to offshore wind energy including the Bureau of Ocean Energy Management (BOEM) Gulf of Maine Intergovernmental Agency Task Force and other such regional organizations. Assess impacts on SBNMS from offshore wind energy development and create policies to address/mitigate impacts.
  • Perform management analyses related to conservation science, such as impact analyses required under the National Environmental Policy Act, or Endangered Species Act, management plan reviews, 304(d) consultations, or Natural Resource Damage Assessments. Formulate policy recommendations and regulations. Assist with drafting sanctuary response comments and recommendations. Assist with data management, including collating/documenting data and creation of metadata, in support of reporting efforts for SBNMS programs. Use Geographic Information Systems (GIS) technologies to view and analyze spatial information to inform sanctuary resource management decisions.
  • Utilize comprehensive knowledge of conservation biology, marine ecology, natural resources, and environmental sciences to synthesize complex scientific information into a variety of scientific, management and public outreach publications and materials (e.g., Condition Reports, educational materials, professional forums, educational events, and input for websites).
  • Represent Office of National Marine Sanctuaries (ONMS) at national and international meetings, conferences, resource management boards, research advisory panels, etc. Participate in education and outreach events. Collaborate with and participate with research team engaged in diverse and, at times, risky operations.

This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-3 is equivalent to the GS-11/12.

Are There Any Special Requirements For This Position?

  • This position requires the operation of a Federal motor vehicle. This position has physical requirements. May require fieldwork with a minimum of 4-6 weeks per year. Fieldwork requires the incumbent to live on board and work on research vessels in the marine offshore environment (primarily day trips) for up to 14 days at a time which can include rough seas and inclement weather. While at sea, the incumbent will be required to stand for long periods of time, bend/stoop and lift up to 40 lbs. Must be able to obtain and maintain a valid state driver's license to operate a government vehicle in completion of assigned tasks i.e. site visits, field research, etc. Operates an ONMS small boat.
  • A background investigation will be required for this position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

To qualify for the 0401 series:

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

-AND-

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-3 or GS-11 level:
SPECIALIZED EXPERIENCE:
In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
  • Responding to inquiries from stakeholders and constituents regarding natural resource management regulations, programs, or policies; and
  • Implementing fishery management programs and/or developing recommendations and potential solutions for natural resource management issues.
OR

SUBSTITUTION OF EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. Note: Only graduate education in excess of two full years is qualifying for a combination of education and experience.

You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.

  • Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
