Summary

Located in the Office of Human Resources, Navajo Area IHS.   • Maintains expert knowledge of relevant legislation, case law, regulations, and instructions from EEOC. Manages the processes all accommodation requests for reasonable accommodation as outlined in the Agency's Reasonable Accommodation Policy.
  • Provides technical oversight and support to personnel responsible for taking action on requests. Ensures that responsible personnel are properly trained and available to employees and applicants.
  • Reviews accommodation case files for accuracy, appropriateness and completeness. Ensures the timely and accurate preparation of data reports. Advises EEO Director or other senior official of appropriate actions for resolution of requests.
  • Manages the Area reasonable accommodation program planning process. Analyzes employment practices to determine barriers to full reasonable accommodation of affected groups.
  • Establishes monitoring and feedback procedures to evaluate implementation. Uses qualitative and quantitative methods to assess progress toward organizational goals and objectives. Prepares reports and briefs results and recommendations to management.
  • Plans and coordinates training programs for Navajo Area Indian Health Service. Plans and organizes training programs/seminars to provide increased awareness of reasonable accommodation issues, and management's role and responsibilities in these areas.
  • Responsible for reviewing allegations of harassment as reported from employees or other individuals that the IHS Anti-Harassment policy covers.
  • In consultation with other IHS Officials, is responsible for making recommendations to supervisors and managers with regard to taking immediate steps to stop harassment or inappropriate conduct once it is reported, such as providing interim relief to alleged victims of harassment or inappropriate conduct pending the outcome of a management inquiry or other administrative investigation to ensure that further harassment or inappropriate conduct does not occur.
  • Reports to the Senior IHS leadership, to include Area Directors, on a periodic basis, the allegations of harassment or inappropriate conduct in aggregate form.
  • Responsible for conducting interviews relating to allegations of violations of IHS policy, assessing documentary evidence and information provided, and conducting thorough and prompt formal investigations of complaints alleging violations of policy/policies.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-9: Conducted intake interviews; investigated complaints; clarified requests for accommodation due to disability; applying various federal laws and policies to disability accommodation requests; tracking and tallying work output for reporting purposes; request for information from employees and/or supervisors in writing; coordinating the flow of activities through an established process. OR
Completion of a Ph.D. or equivalent doctoral degree or 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree, such education must demonstrate the knowledge, skills, and abilities necessary to do the work or LL.M., must be related to the position being filled. OR
Possess a qualifying combination of the specialized experience described above. To determine if you qualify under this combination first divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 2 years by 18. (Note: Only education in excess of the second year is creditable toward meeting the experience requirement when combining experience and education.) Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must provide copies of your graduate transcripts.
GS-11: Coordinated or conducted workplace investigations; conducted interviews on complaints received to gain clarity on issues needing to be addressed; coordinates investigations with corrective action plans developed and utilized; responsible for the reasonable accommodation process; responsible for reporting work products by developing, implementing and maintaining outcomes from processes such as reasonable accommodation or workplace anti-harassment type policies; coordinated and provided training and educational programs; provides periodic reports to leadership and management staff detailing initiatives and recommendations for improvement.
Time In Grade - Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
