This position is with the Office of Planning, Evaluation and Policy Development (OPEPD) Budget Service, Cost Estimation and Analysis Division (CEAD) The Division is responsible for preparing the Department's annual reports to Office of Management and Budget (OMB) and Congress and reviewing policies and procedure to ensure that the Department's budgetary and proprietary accounting procedures and financial reports are fully reconciled.

As an Accountant, GS-0510-15, you will be responsible for:

• Providing expert knowledge and expertise in Federal credit policies to ensure compliance with the Federal Credit Reform Act and provides oversight of complex loan accounting systems and accounting models and related U.S. Standard General Ledger (USSGL) guidance and Federal Accounting Standards Advisory Board (FASAB) guidance, including budgetary and proprietary transactions and prepares financial statements and associated analyses for large Federal loan programs.     
• Developing and providing a variety of broad analytical studies involving financial management reporting issues related to the Department's loan program.  
• Serving as a senior technical accounting advisor with expert knowledge of the laws, regulations, and the policies that affect accounting and financial services, systems and operations, specifically including those governing federal financial reporting and on internal control processes related to the departments overall financial accounting and reporting system.  
• Developing reporting requirements that ensure the integration and interpretation of accounting and budget information, which ensures the Department is providing complete, reliable, consistent and timely information that responds both to Office of Management and Budget/Treasury requirements and to the information and operational needs of Department financial managers.

Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-15, if you possess the specialize experience.

Specialized Experience for the GS-15

One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience applying automated accounting systems such as government-wide accounting systems (GWA) or similar systems to execute various credit reform-related transactions.
2. Experience comparing credit reform estimates to information provided in general ledger data.
3. Experience developing standards and procedures to produce and issue accounting statements for federal credit programs.

Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1.  Knowledge of the Federal Credit Reform Act and Office of Management and Budget (OMB) guidance.  
2.  Ability to design, develop and implement regular reporting analyses related to Federal Credit Reform and the Department's loan programs.  
3.  Knowledge of the theories, concepts, principles, and practices of accounting and financial management sufficient to complete difficult assignments involving planning, developing, and implementing operational strategies. 
4.  Skill in compiling or auditing agency financial statements.

Education

This position has a positive education requirement.

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.

    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
