Help

The primary duties of the Genetic Counselors are as follows:

  • Provide expert advice and guidance to VA practitioners and program official on a wide range of issues related to development and delivery of genetics services, methods and practices.
  • Advise and provide technical expertise regarding clinical genetics services and respond to questions and concerns from stakeholders.
  • Evaluate genetic information to identify patients or families of the risk for specific genetic disorders.
  • Writes detail consultation reports to provide information on complex genetic concepts for patients and referring physicians.
  • Identify and implement ways to improve efficiency, quality, and safety and patient care within CCGS service.
  • Position Genetic Counselors to allow integration with research that promotes topics critical to the genetic counseling field.
  • Establish working relationships with other programs to develop best practices.
  • Assist in the oversight of development and dissemination of information describing the genetic counseling services being offered by CCGS, including brochures and other published materials.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Master's degree or higher in genetic counseling from a program in the United States or Canada accredited by the Accreditation Council for Genetic Counseling (ACGC). Coursework typically includes clinical genetics, population genetics, cytogenetics
    and molecular genetics coupled with psychosocial theory, ethics, and counseling techniques. Clinical rotations in medical genetics centers approved by the ACGC are an integral part of the degree requirements. Individuals who graduated prior to 1993 must have graduated from a program accepted by the American Board of Genetic Counselors as equivalent for certification purposes at that time.
  • Licensure. Persons hired or reassigned to Genetic Counselor positions in the GS-0601 series in VHA must hold a full, current, and unrestricted license to independently practice as a Genetic Counselor.
  • Board Certification. Persons hired or reassigned to Genetic Counselor positions in VHA must be board certified in the field of Genetic Counseling by the American Board of Genetic Counseling (ABGC). The board certification must be current and the applicant must abide by the certifying body's requirements for continuing education.
  • English Language Proficiency. Genetic Counselors must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

For the GS-12 Genetic Counselor, (Advanced Clinical Level)

(a) Experience, Education, and Licensure.
In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the next lower grade level. Experience must have included a wide range of genetic counseling activities of advanced scope and complexity. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Example of Specialized Experience: Advising and providing technical expertise regarding clinical genetics services and respond to questions and concerns from stakeholders; evaluating genetic information to identify patients or families of the risk for specific genetic disorders; Writing detail consultation reports to provide information on complex genetic concepts for patients and referring physicians; Identifying and implementing ways to improve efficiency, quality, and safety and patient care. Establishing working relationships with other programs to develop best practices; Providing expert advice and guidance to practitioners and program officials on a wide range of issues related to development and delivery of genetics services, methods and practices.

(b) Assignments. This is the advanced performance level for Genetic Counselors. Genetic Counselors at the advanced level may be responsible for specific clinical programs such as educational programming, clinical program evaluation and/or research activities. Genetic Counselors at this level
demonstrate advanced knowledge of genetic conditions with specific expertise in targeted conditions. In addition, they can provide mentorship and education to students and newly hired genetic counselors.



(c) Demonstrated Knowledge, Skills, and Abilities (KSA). In addition to meeting the KSAs for the GS-11 level, the candidate must demonstrate all of the KSAs below:

1. Ability to organize, synthesize and select relevant clinical and programmatic information and effectively manage and organize time/priorities.
2. Advanced knowledge of genetic conditions, with specific expertise in targeted conditions.
3. Knowledge of, and ability to integrate, general learning/teaching principles.
4. Knowledge of national genetic counseling services, and most current methods and practices, as well as services available in VA, including program infrastructure and operations.
5. Ability to identify target audiences within and outside the VA for whom genetics educational
material would be relevant.
6. Knowledge of educational resources available for genetic counselors as well as other medical
specialties, as appropriate.
7. Ability to mentor/train genetic counseling students as well as newly hired genetic counselors.

Grandfathering Provision. All persons employed in VHA as a Genetic Counselor on the effective date of this qualification standard are considered to have met all qualifications requirements for.the title, series and grade held, including education, licensure and certification that are part of the basic
requirements of the occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, all of the following apply:

(1) Such employees may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions.

(2) Genetic Counselors who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.

(3) Employees initially grandfathered into this occupation, who subsequently obtain additional education, licensure and/or certification that meet all the basic requirements of the qualification standard must maintain the required credentials as a condition of employment in the occupation.

(4) Genetic Counselors who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a Genetic Counselor.

The full performance level of this vacancy is 12. The actual grade at which an applicant may be selected for this vacancy is a GS-12.

Physical Requirements: Light lifting (under 15 lbs.); light carrying (under 15 lbs.); reaching above shoulder; use of fingers; walking (intermittent); standing (intermittent); hearing (aid permitted); clear speech. The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending and carrying of light items like papers or books. No special physical demands are required to perform the work.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
