  • Responsible for independently leading, planning, overseeing, and carrying out outreach and technical assistance agreements Farm Service Agency (FSA) programs.
  • Serves as an expert technical resource on all aspects of planning, coordinating and administering cooperative agreements.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement 02/23/2023 including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

For the GS- 13 level:
Applicants must have one year of specialized experience in the Grants Management field equivalent to the GS-12 grade level in the Federal service. Experience must involve providing a broad range of technical leadership and advice, guidance and direction in managing and administering grant and agreement programs for multiple customers. Experience developing, planning, coordinating and administering complex functions involving life cycle support and management of grants and agreements.

TEMPORARY PROMOTION: If you are a current permanent FPAC Employee employed at a "lower grade level or equivalent": You will be considered for a Temporary Promotion opportunity. A temporary promotion may be made permanent without further competition. You are encouraged to coordinate your interest in this assignment with your supervisor prior to responding to this announcement.

DETAIL: If you are a current permanent FPAC Employee employed at the "same or higher grade level or equivalent": You will be considered for a temporary detail or temporary reassignment opportunity. A temporary detail or reassignment may be made permanent without further competition. You are encouraged to coordinate your interest in this assignment with your supervisor prior to responding to this announcement.

Return rights from temporary promotion or detail (current FPAC employees): At the end of a temporary promotion or detail, the employee is either returned to his or her original position or to a position anywhere else in the agency with the same geographic location (as possible) and of a grade and pay rate equivalent to that from which originally selected and for which the employee is qualified. An employee cannot be laterally reassigned to a permanent position at the same grade as that of the temporary promotion or to a position with higher promotion potential than the position held prior to the temporary promotion.

Non-current FPAC Permanent Employee Applicants: You will be considered for a Temporary Position Not to Exceed 12 Months, your appointment may be extended up to a maximum of 5 years. This position may be made permanent without further competition to those candidates that have non-competitive status. Cannot guarantee return rights to previous position.

IAW 5 CFR 335.102 (f) (1) "The agency must give the employee advance written notice of the conditions of the time-limited promotion, including the time limit of the promotion; the reason for a time limit; the requirement for competition for promotion beyond 120 days, where applicable; and that the employee may be returned at any time to the position from which temporarily promoted, or to a different position of equivalent grade and pay".

  • This position is eligible for telework within the local commuting area of the position and other flexible work arrangements. Current USDA policy includes telework for an 8 hour work day, 4 days per week; other flexibilities are possible dependent upon availability and/or the position and its associated duties.
