About the Position:
This is a full-time civilian faculty position at the U.S. Army War College Strategic Studies Institute (SSI) as provided under Title 10 USC 4021. Initial appointment may be up to three years, with the first year a trial period. The appointment may be renewed in one- to five-year increments thereafter. Academic rank and salary will be based on the selectee's academic credentials, experience, and professional accomplishments; however, the focus is at the Full Professor level.

Duties

Help
  • Serve as Chair of China Studies of the China Landpower Studies Center within the Strategic Studies Institute at the USAWC. Guide the establishment, and serve as first research director, of the center.
  • Define requirements for hiring of the center's faculty and build the center's professional and academic network within USAWC and with external partners.
  • Set priorities and direct the center's independent strategic analysis and research that develops recommendations to address key national security objectives, specifically for U.S.-China national security issues and U.S. Army and Defense priorities.
  • Serve as the SSI expert on U.S.-China security affairs and Chinese defense and military capabilities, advising USAWC leadership on curriculum development and other critical functions as they pertain to China strategic issues.
  • Ensure the center responds to specific requests from the U.S. Army Chief of Staff, the Army Staff, the Joint Staffs, Office of the Secretary of Defense, U.S. Indo-Pacific Command, U.S. Army-Pacific or other elements of the Defense enterprise.
  • Regularly engage and coordinate with senior military headquarters and external agencies on behalf of SSI and USAWC.
  • Supervise the organization of SSI and USAWC professional collaboration, conferences, seminars, symposiums, and meetings.
  • Conduct own assessment of emerging strategic threats and opportunities, national security initiatives, national security and defense policy, strategy, and concepts, and regional policy and strategy formulation procedures and systems.
  • Perform research, write, and publish SSI studies, journal articles, policy-oriented essays, special reports, books and book chapters.
  • Contribute to the educational mission of the USAWC, particularly with China strategic issues as a focus, through teaching and lecturing, advising fellow faculty, mentoring student research, and assisting development of resident education curriculum.
  • Engage in service (internal and external) in support of institutional research and education missions.

Qualifications

Define KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

1. Must have a master's degree in national security studies, international relations, government, political science, history, Indo-Pacific affairs, Asian Studies, or related field. A PhD in these fields is preferred, but not required.

2. Primary subject-matter expertise should be in U.S.-China security affairs or Chinese defense and military capabilities. Additional expertise in broader Indo-Pacific national security affairs and US-Asia defense matters is strongly desired.

3. Record of successful government service involving policy and strategy formulation at the regional or national/strategic level, or non-governmental work of a similar nature and scope, such as with a think tank, media organization, or international organization, is required.

4. Record of leading interdisciplinary teams to examine strategic issues and conduct rigorous analytical research is strongly desired.

5. Record of scholarly and/or applied research and publication, to include national security policy and strategy, international relations, political science, history, trans-regional studies (Indo-Pacific; Asia), and related areas is desired.

6. Regional language proficiency in Mandarin is desired.

7. Record of teaching and curriculum development at the undergraduate, graduate, and/or Senior Service College level is desired.
