Summary

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

Duties include, but may not be limited to:

  • Interprets rules and regulations relating to determining legal entitlement to benefits relating to hospital admission, nursing home, dental, outpatient care, patient transfer, etc.
  • Receives calls from private physicians and non-VA hospitals during irregular duty hours, furnishing appropriate information.
  • Processes administrative issues surrounding beneficiary death, seriously ill cases, suicides, assaults, medical emergencies, etc.
  • Assumes control of communication and notifications in the event of local and civil disasters.
  • Provides administrative authority, guidance, and advice concerning administrative, medical legal, and quasi-legal matters necessary for operation of the medical center during other than normal tour hours.
  • Interprets VA policies and directives relative to patient care, treatment, hospitalizations, etc.
  • Observes, evaluates, and coordinates administrative activities with other services within the facility.
  • Receives and responds to non-routine patient condition inquiries and other administrative inquiries from concerned veterans, families, visitors, law enforcement officials, media, the general public, etc.
  • Ensures adequate coverage through call-in of support personnel.
  • Secures resources or services needed to manage the medical center.
  • Assists the physician in notifying the next of kin of death, exhibiting compassionate and sympathetic explanation of death and burial benefits.
  • Prepares and electronically submits reports.
  • Performs other related duties as assigned.
Work Schedule: Sunday - Saturday with rotating tours during non-administrative hours.

Superior Academic Achievement: (SAA) at the baccalaureate level in the coursework detailed below is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is related to and qualifying for the position to be filled and meet one of the following:
1. Rank in the upper one-third of your class in the college, university or major subdivision.
2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
3. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

Specialized Experience: Possess one year of specialized experience equivalent to the next lower grade level (GS-5) in federal service, involving the performance of administrative and management work or equivalent, in the normal line of progression for the occupation, that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes knowledge of medical and technical terminology; ability to research, locate, and interpret public laws, rules, regulations, policies, and procedures to make sound decisions using good judgment regarding the medical care of others; experience identifying and analyzing complex problems or situations; and experience utilizing a variety of software packages to complete assigned projects, determine eligibility for medical care and benefits, and provide reports to management.

Physical Requirements: The work requires walking, sitting, standing, bending, and lifting of patient records, clothing, and valuables. The work requires constant computer entry and receipt of multiple phone inquiries. The work consists of multiple stressors from loud and/or constant noises coming from patient waiting areas, i.e., patients conversing, family members communicating, children playing, loud playing television or radio, making it difficult to concentrate and conduct VA business without interruption. Stressors exist from difficult encounters with individuals whose level of understanding is limited, under the influence of drugs/alcohol, emotional state, or cultural diversity.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
