Help
  • You will maintain a document tracking system.
  • You will create and manage a collection of lessons learned.
  • You will conduct work breakdown planning efforts.
  • You will develop a plan of actions and milestones to provide subject matter expertise to capability-based assessment efforts involving non-leathal matters.
  • You will review funding profiles and budget submissions to endure the required document development tasks are performed.
  • You will provide information about how non leathal weapons, munitions and devices contribute to mission accomplishment, apply under joint and service publications, and influence operational and functional concepts.
  • You will represent the JNLWP (Join Non Leathal Weapons Program) at international, interagency, DoD and Join forums addressing non leathal Weapons, Munitions, and Devices, requirments issues, and concerns.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: monitoring budget allocation and execution, ensuring that operating program objectives are met, and serving as a contracting officer representative.


For the GS-13:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: monitoring budget allocation and execution, ensuring that operating program objectives are met, serving as a contracting officer representative; AND performing day to day coordination and participation with service requirements/combat developers involving requirement documentation, development, and staffing efforts; serving as a subject matter expert and program analyst in reviewing status of projects ; and conducting tactical and long range planning and project management to programs as they relate to organizational finance, acquisition and logistics support.

THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.This position is covered by the Department of Defense Priority Placement Program.

**This is a Defense Acquisition Workforce position that requires a PROGRAM MANAGEMENT (PM), PRACTITITONER-2 acquisition certification. The incumbent has 60 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66

Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLP's) every 2 years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment.**


This position is covered by the Department of Defense Priority Placement Program.

This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
