This position is a mission critical occupation for HRSA. This position is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

Major Duties

As a Supervisory Public Health Analyst, you serve as a Deputy Division Director within the Federal Office of Rural Health Policy (FORHP).

Your major duties and responsibilities include:

  • Performing the full range of supervisory duties and managing the day-to-day operation of the Division.
  • Providing leadership and oversight of grant management activities, including the review, formulation, coordination and implementation of policies and initiatives as they pertain to rural health grants at the Federal, State, local and community levels.
  • Serving as a leading authority on rural public health programs and integrating knowledge and experience of rural public health programs and policies to provide guidance on cross cutting procedural and multilayered and multifaceted policy issues to other components of the agency and other governmental agencies focusing on rural public health.
  • Researching and evaluating key public health policies associated with rural public health programs.
  • Reviewing and assessing the effectiveness of current public health policies, determining where new or changed policies are required to effectively execute rural public health programs, missions, and functions.
  • Providing executive management with recommendations to improve and/or overcome shortfalls and deficiencies and formulates alternative courses of action for the resolution of issues.
  • Preparing Congressional testimony, policy documents, briefings, reports, summaries, responses to requests for information, and other substantive documents.

QUALIFICATION REQUIREMENTS:

Basic Requirements for all Public Health Program Specialist Series 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3. Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

In addition to the above Basic Requirements, in order to qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:

  • Providing leadership in administering and implementing policies and procedures for rural public health programs at the Federal, State, local and/or community levels.
AND
  • Providing technical advice and assistance in monitoring and evaluating public health care grants and/or cooperative agreements targeting rural communities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

GRANTS MANAGEMENT AND ADMINISTRATION - Acquires and applies critical financial concepts and practices, based upon a thorough understanding of the Federal Government, to administer grants and cooperative agreements in accordance with organizational needs and deadlines.
