Through the Institute for Ethics in Government, AAB strengthens the expertise of officials who are integral to the executive branch ethics program.

As a Government Ethics Specialist, your duties and responsibilities will include:

  • Serve as a "Desk Officer". Provide on-demand, expert assistance to agencies. Assist them in applying the ethics laws and regulations as well as implementing their ethics program.
  • Develop and deliver ethics training that contributes to the professional development of ethics officials.
  • Review public financial disclosure reports.

- A one year probationary period may be required.
- Public Trust - Background Investigation will be required.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
-Undergo an income tax verification.
- The Hatch Act Reform Amendments of 1993 prohibits requesting, transmitting, accepting, or considering political recommendations for employment or other personnel actions for non-political positions.
- Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience for this position includes:
-Researching, interpreting and communicating on questions involving ethics-related statutes, regulations, policies, and issues; AND
-Reviewing of confidential or public financial disclosure forms; AND
-Delivering ethics training.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Other Information:
- OGE is currently under a remote work pilot program and this position may be eligible for the pilot. The pilot is set to expire March 2023. At that time OGE will make a determination on extending full-time remote work. If an extension is not approved you will be expected to report to Washington, DC. Total Salary/Locality pay will be determined at the time of selection. Salary may be changed to Washington, DC locality pay if required to return to office after remote pilot has ended. Additional salary information can be found on Salaries & Wages (opm.gov).
