Duties

This position will report to the Office Chief in the Judiciary Data and Analysis Office (JDAO) and part of the Data Management Division (DMD). The DMD provides for the development, implementation, and support of data applications and data analysis capabilities for the Judiciary. The JDAO seeks a self-motivated professional Supervisory Information Technology Specialist to serve as the Branch Chief of the Architecture & Development (A&D) Branch. The A&D Branch Chief is responsible for managing the ongoing enhancements, new development, and operations and maintenance of data marts within a complex Enterprise Data Warehouse (EDW) program.

The incumbent will be responsible for the management of concurrent efforts ranging from development of new data products, Java based application development, infrastructure management and upgrades, as well as the monitoring and maintenance of various data programs. This position demands leadership, superior communication skills and strong technical aptitude. The incumbent should be a hands-on practitioner of delivering data products, business intelligence solutions and program management. The incumbent will be responsible for supervising a diverse team of developers, project managers, analysts, testers, and operations staffs consisting of federal and contractual resources.

The duties of this position include, but are not limited to:

  1. Leading and managing the day-to-day activities of branch staff in the development and support of various data, reporting and visualization programs.
  2. Working with JDAO's Information Security Officer (ISO) and other technical team members to review and resolve security findings and vulnerabilities.
  3. Contributing to the EDW modernization efforts by providing thought leadership in architecting and developing cloud-based solutions including data lake(s), data warehouse(s), reporting and analytical products using cloud native technology stack(s).
  4. Developing and delivering presentations, leading design, and working sessions as required with diverse stakeholders that may include branch staff, court staff and executives.
  5. Assisting in the establishment and enforcement of application development standards, configuration and management processes, standardizing operating procedures, and establishing controls to improve data quality and other data related tasks.
  6. Managing multiple, complex business intelligence programs and providing hands-on assistance with business intelligence tools using the SAP Business Object's stack and ensuring that a secure self-service environment is maintained.
  7. Working collaboratively with other branch chiefs in JDAO to ensure successful project implementations that conform to superior data quality and adhering to best project management practices and principles.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience applying knowledge of Structured Query Language (SQL); managing the design and development of a complex business intelligence enterprise data warehouse program; and experience with ETL, reporting and visualization tools, and translating technical information to non-technical audiences.

Highly Desired:

  • Strong project management and successful implementation in the following areas: data warehouses development, java development, infrastructure upgrade projects, ETL, database management/tuning and reporting capabilities.
  • Ability to conduct and manage code and design walk through with technical team(s) as well as business owners and to prioritize, manage and work on multiple simultaneous initiatives.
  • Proficient in reporting and/or visualization tools such as SAP Business Objects product suite, Tableau and various ETL tools like Informatica, SAP Data Services including design methodologies and best practices.
  • Experience in managing development and support efforts in a mixed matrix environment consisting of government staff and contractors.
  • Ability to remain current on key technologies, business, and industry trends as it applies to the EDW technologies.
  • Experience with cloud native data engineering and data science technologies.

Education

This position does not require education to qualify. However, a bachelor's degree (BA or BS) from a four-year college or university in computer science, business, or a related field is highly desired.
