Summary

This position is located in the Office of the Superintendent, United States Merchant Marine Academy (USMMA), Maritime Administration (MARAD).  The Academy is a four-year accredited degree granting institution of higher education, training individuals for service in the U.S. maritime industry and in the armed forces. The Superintendent operates the Academy, which consists of about 274 staff and faculty and approximately 1000 Midshipmen (undergraduate students).

Duties

Help

As a Chief of Staff, you will:

  • Serves as liaison between Senior Executive and immediate staff members, as well as key Agency members performing functions related to front office tasks, congressional inquiries and other matters of a sensitive nature.
  • Responsible for the coordination of the Office of the Superintendent functions while ensuring succinct communication between leadership of the major operating elements of the Academy, such as the Academic Dean and Provost, the Commandant of Midshipmen, and the Facilities and Infrastructure Management Offices.
  • Responsible for planning, and assigning work; collaborating with peers and subordinates to ensure effective advisory services; and otherwise ensuring continuous progress toward stated goals.
  • Participates in discussions and advises senior leadership on matters of strategic planning, problem solving and decision-making, organizing, informing, directing, and leading, allocating and managing resources, and developing policy at the strategic level.
  • Responsible for analyzing problems and other issues to determine the best and most appropriate course of action.
  • Performs special assignments and identifies the need for special projects and initiates milestones and goals.
  • Responsible for streamlining policies and procedures in order to guarantee optimum efficiency.

The ideal candidate is a highly motivated senior level professional with the knowledge , skills, and ability to serve as a Chief of Staff to coordinate the day-to-day operations of the Office of the Superintendent while ensuring succinct communication and provide administrative, policy, and operational guidance amongst the office divisions.

CONDITIONS OF EMPLOYMENT:

  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • PCS/RELOCATION: Permanent Change of Station (PCS), Relocation Incentive authorization varies by position/selection.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience serving as a liaison amongst senior leaders to provide planning, prioritizing, and assigning work to ensure effective advisory services.
  • Experience leading and managing matters of strategic planning, problem solving and decision-making within an assigned area of responsibility.
  • Experience in leading a diverse group of supervisory and management officials in coordinating and collaborating to accomplish strategic priorities, front office priorities, and daily routine tasking.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Leadership - influences, motivates, and challenges others; adapts leadership styles to a variety of situations.

Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short - or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

Communications and Media - Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media.

Information Management - Identifies a need to an knows where or how to gather information; organizes and maintains information or information management systems.
