Help

Duties for the Pharmacist Program Manager:

  • Leads development of facility-wide data collection and service delivery for responsible programs related to geriatrics.
  • Evaluate VHA databases, develop monitors and assist with establishing reporting tools.
  • Develops and maintains reports and tools to assist facilities and stakeholders in identification of GRECC and Geriatrics and Extended Care (GEC) initiatives allowing for monitoring of progress.
  • Develop, implement, and manage standardized processes across the facility to facilitate collection of accurate, detailed, and useable data relevant to the current and anticipated needs of the GRECC research, clinical, and educational programs.
  • The incumbent will assist GRECC in developing relationships with other VA wide and non-VA sources of data throughout the enterprise to sustain complex clinical problem solving on larger groups of patients to effectively and efficiently maintain GRECC programs and projects.
  • The incumbent will assist in the development of health informatics tools that will be used to appropriately monitor clinical care processes, and improve population management, outcomes, and the safety of VHA older adults.
  • Oversees the design and development of tools and mechanisms to document the outcome(s) and value associated with geriatric clinical interventions and activities, comparative performance analysis, identify gaps, lead design and implementation of strategies and business plans to overcome shared challenges.
  • The incumbent utilizes analytical techniques to evaluate workload, fiscal and performance measure data, and other reports, including proficiency in all Microsoft Office Products, concepts of querying relational databases for clinical application, basic Structured Query Language (SQL) coding, business intelligence and data analysis software packages, and other software when appropriate.
  • Ensures compliance with external peer review, risk management, Joint Commission (JC) , OIG, standards regarding geriatric care within the GRECC and Durham VA HCS, Geriatrics and Gerontology Advisory Committee site visit by VACO and Office of Research & Development (ORD) compliance inspections.
  • Evaluate literature sources supporting innovative healthcare system solutions and apply internal/external data to support VHA initiatives using educational, promotional, and healthcare economic principles.
  • Serves as a liaison to local Clinical Applications Coordinators, as well as ADPACs from other services, for geriatric informatics needs (e.g., development/revision of Clinical Reminders, Clinical Reminder Order Checks, smart note templates, health factors, etc.
  • Serve as a subject matter expert resource of informatics information, providing technical and clinical expertise for GRECC and its partners and mentor stakeholders and researchers on informatics to elevate local expertise and abilities.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
  • Education (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
  • Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: In addition to the basic requirements for employment in paragraph 2, the following criteria must be met when determining the grade of candidates.

GS-13:(a) Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level.(b) Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.Facility Program Manager. Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics(CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmacoeconomist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISN s. Pharmacists assigned to this position must demonstrate the KSAs
  1. Ability to communicate orally & in writing to persuade & influence clinical & management decisions.
  2. Expert understanding of regulatory & quality standards for their program area.
  3. Ability to solve problems, coordinate & organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
  4. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
  5. Advanced skill in monitoring & assessing the outcome of drug therapies, including physical assessment & interpretation of laboratory & other diagnostic parameters.
The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-13.

Preferred Experience: Experience with pharmacy information systems, experience with pharmacy automated dispensing and inventory management equipment, experience with pharmacy purchasing and inventory management including budget forecasting.

Physical Requirements: The work is primarily performed while sitting, though some work may require periods of standing. The regular and recurring work of this position involves sitting at a desk, conferences, meetings, etc, and occasional visits to community and nationwide sites. Occasional lifting of boxes holding education materials to be distributed at conferences, health fairs, etc, as also required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
