Summary

This position serves as a Supervisory Budget Analyst for the Central Alabama VA Healthcare System, reporting to the Chief Financial Officer for the CAVHCS. This position can be a 100% Remote position. The selected candidate will need to have home internet services capable of supporting a virtual work environment to include teleconferences, video conferences/presentations, and virtual access to a secured network.

Help

Major duties for this position may include (but are not limited to):

  • Provides recommendations to operation officials related to budgetary management.
  • Transfers funds between accounts and/or object classes within the established agency funding limits.
  • Utilizes analytical processes to arrive at recommendations to managers.
  • Performs detailed analysis and estimates of annual funding needs for budget formulation for the healthcare system.
  • Provides management officials with procedural and regulatory guidance concerning the availability of or limitations on the use of funds.
  • Prepares estimates of future regiments under conditions of uncertainty due to short and rapidly changing program and financial/budgetary deadlines and objectives.
  • Submits estimates for consolidation into an integrated budget.
  • Verifies estimates by validity assumptions, evaluating the consistency of dollar estimates with previous costs and the total program and realism of projections considering past performance and the monetary, manpower, space, and equipment resources projected to be available.
  • Prepares justification for estimates to be used in presentations of the budget.
  • Collects and analyzes budgetary data and uses that analysis to prepare presentation materials to support future budget estimates and projections.
  • Performs studies and audits on control and use of funds throughout the fiscal year .Assures that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations.
  • Analyzes and evaluates the effects of program plans and budget issues.
  • Continually monitors control point expenditures in relation to planned levels.
  • Prepares reports of analysis, making recommendations for remedial action involving major program changes.
  • Reviews progress of all obligations and maintains sufficient familiarity with operating and financial programs to make early recommendations for reprogramming actions.
  • Acts on behalf of the Assistant Chief Financial Officer (ACFO) during absences.
  • Provides technical and administrative supervision to a unit of budget analysts and administrative support staff.
  • Oversees the daily operation of the unity, ensuring that agency policies and priorities are followed.
  • Develops performance standards and evaluates the work performance of subordinate staff.
  • Gives advice, counsel, and instruction to subordinate employees on work and administrative matters.
  • Hears and resolves minor complaints from subordinate employees, and coordinates with appropriate facility/agency staff on more serious cases.
  • Interviews candidates for positions for the unit, recommending appointments, promotions, and reassignments to unity positions.
  • Identifies training needs and develops/provides appropriate training for those needs.
  • Carries out Equal Employment Opportunity policies and program activities.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/27/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience formulating, managing and executing a facility-level annual operating budget; Possess knowledge of all aspects of the budget process to include formulation, justification, and execution; Experience and knowledge utilizing budgetary policies, procedures, and regulations issued by the Department of Veterans Affairs as they apply to annual and multi-year appropriations; Experience applying analytical reasoning and knowledge of VA Budgetary rules and regulations to identify, analyze, and result budgetary issues; Experience utilizing knowledge of statistical/analytical techniques such as scenario, cost-benefit and ratio analysis; Experience communicating with multiple levels of staff and supervision in writing, orally and via presentation materials; Experience coordinating and reviewing the work of financial management staff and fund control point officials.

Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity
and visual acuity sufficient to utilize these tools is required. Some physical effort is required in that incumbent lifts and carries reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite. No special physical demands are required.
