The Office of Inspector General (OIG), Office of Assistant Inspector General for Investigations (OI), is seeking a highly skilled senior-level Criminal Investigator, National Indian Country Coordinator (NICC), GS-1811-14 position. The OIG OI division is considered one of the top Inspector General divisions throughout the Federal government. Special Agents within OI are highly trained and responsible for conducting various assessments of criminal and administrative complaints to the OIG and fact-finding studies involving suspected or alleged violations of the Federal criminal code and other Federal laws, rules, and regulations.

The selected senior Special Agent will perform a wide variety of duties to include, but not limited to, the following:

  • Serve as a technical expert/advisor on Indian Country programs and operations to the IG through OI and, as such, must maintain key relationships with DOI officials at the Senior Executive Service and/or GS-15 level that oversee such programs.
  • Conduct fraud assessment reviews of highly sensitive Indian Country programs, such as schools operated by the Bureau of Indian Education.
  • Conduct a wide range of special studies, research, and analysis relative to issues of special concern; and prepare and present briefings on these subjects.
  • Assist in the obtaining, coordinating, and dissemination of information relative to the conduct of criminal, civil, and administrative investigations in Indian Country.
  • Provide oversight necessary to plan and conduct special studies and analysis of OI operations in Indian Country to determine effectiveness and propriety in terms of program delivery, regulatory requirements, and policy compliance.
Working as a NICC Criminal Investigator for the division of OI will allow you to assist in spearheading various investigative initiatives and special projects related to Indian Country which may have a major impact on OI goals and missions.

  • Time-in-grade requirement - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • Must be a current DOI OIG employee.
  • Complete the Basic Criminal Investigative Training Program at the Federal Law Enforcement Training Center, or its equivalent.
  • Males born after 12/31/1959 must be registered for the Selective Service.

This position is a primary law enforcement position under 5 U.S.C. 8336 (C) (CSRS) and 5 U.S.C 8412 (D) (FERS). You must be no more than 37 years of age upon entry into the GS-1811 series, unless the applicant has previous service creditable under the Civil Service Retirement System (CSRS) or Federal Employees Retirement System (FERS) law enforcement provisions sufficient to enable you to retire at age 57 with 20 years of creditable service. Persons already in covered secondary positions or with previous approved service who apply for a primary position cannot be considered if their age at reentry into the primary position exceeds 37 years after subtracting their years of service in covered positions. Applicant must provide evidence of current or previous coverage that would qualify. This age restriction does not apply to those entitled to Veteran's Preference.

Criminal Investigators under the 1811 occupational series are eligible for law enforcement availability pay (LEAP), not to exceed 25% of the rate of basic pay.

Selectee will be required to qualify to carry and use firearms and other weapons as part of assigned duties and maintain such qualification.

Applicants are ineligible for this position if convicted of a misdemeanor or felony crime of domestic violence, unless such conviction was expunged, set aside, or the applicant received a pardon.

Selectee must meet the initial agency suitability determination (i.e. local police checks, review of past employment data, review of Query National information Center report, results of special agency check, etc.) before a final offer can be made.

Minimum Qualifications GS-14:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service performing ALL of the following:

  • Planning, conducting, leading, and overseeing the full range of investigative duties related to complex criminal, civil, and/or administrative matters;
  • Conducting detailed research and analysis of complex evidence that may include complex financial and/or accounting data; AND
  • Preparing and briefing complex investigative reports, reviews, audits, management advisories, and other official documents in a clear, concise, and factual manner.

Additional information

To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees.
